Summary This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the General Counsel, located in Washington, District of Columbia. Responsibilities -Reviewing of progress reports; acquisition of information from personnel documents, budget reports, and past management studies; discussions and interviewing with managers and workers; and the conduct of special inquiries. -Organizing and delivering briefings to present findings, solutions, and recommendations to managers, and prepares option papers and similar staff reports. -Preparing final formal report which presents findings, points out instances of good management practices, discusses problem areas where a need for improvement is indicated and recommends actions to be taken to achieve increased effectiveness, efficiency, and economy of functions, and other similar matters. - Analyzing, evaluating, developing, recommending improvements to management policies and practices, organizations, functions, operating procedures and manpower utilization and control using a comprehensive knowledge of the practices, theories, techniques and methodology of management and productivity improvement. Requirements Conditions of Employment Qualifications Specialized Experience: GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Planning and/or conducting projects/studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations. Analyzing administrative operations and practices to make improvements. Advising management on the interpretation and implementation of policies and regulations. Recommending policies and methods for management review.
