Department of State - Agency Wide Human Resources Specialist in Washington, District Of Columbia
Summary This position is located in the Bureau of Global Talent Management, Office of Employee Relations, Work Life Division (GTM/ER/WLD). The Work life Division manages a suite of core policy and program functions such as Leave, Workplace Flexibilities Workers’ Compensation, Life and Health Benefits, Emergency Visitation Travel, Childcare and the Childcare Subsidy Program, TalentCare, the Veteran Support Program, and the Student Loan Repayment Program. Responsibilities Responsible for directing, implementing, coordinating, or overseeing one or more workplace flexibility policies and programs impacting the Department’s workforce. Determines the applicability and effect of new or proposed legislation, OPM regulations, executive orders, directives and other agency decisions on these policies, programs, and requirements. Develops data management and analysis expertise related to Department workplace flexibility policies/ programs. Maintains and updates policies based on changes in legislation, OPM regulations, executive orders, directives and other agency decisions. Prepares communication products to ensure that policy/guidance/direction from Department leadership is conveyed to the workforce. Develops oral and written recommendations and reports for Bureau and Department leadership. Provides up-to-date information, technical assistance, policy direction, and guidance to Department employees worldwide on work/life initiatives and benefits. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: • Experience managing human resources projects by defining timelines, tracking progress, and responding to stakeholder inquiries; and • Experience enhancing operational efficiency by streamlining and automating human resources processes or programs; and • Experience determining human resource program goals and objectives to ensure sufficient resources to support customer needs. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
