Department of State - Agency Wide Human Resources Specialist in Washington, District Of Columbia

Summary This is a TEMPORARY, INTERMITTENT position in the Office of Overseas Employment, Bureau of Global Talent Management (GTM/OE). The incumbent serves as a Human Resources Specialist responsible for providing advisory support/services on policies, regulations and legislation regarding overseas employment for all USG appointment types. Responsibilities Assists or conduct studies, or portions of studies, to develop polices and procedures and responses to management on new requirements in program operations, legislation, or Departmental regulations. Reviews and analyzes new or revised, or proposed personnel policies, procedures and guidelines for use through the Department. Evaluates the effectiveness of major areas of the oversees HR systems and collaborates within Bureau management identifying and proposing Human Resources solutions. Manages all aspects of the interagency Locally Employed Staff and Department's overseas American personnel systems. Drafts replies to difficult and complex Human Resources problems and issues involving new and unusual situations not covered by existing guidelines, and represents the Department and Office on standing groups and ad hoc committees. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing new and revised operating policies, programs, and initiatives regarding overseas employment. Experience evaluating the content of legislation (existing, new and/or proposed) for impact to employment programs goals and objectives. Experience providing briefings and recommendations to senior level officials to obtain consensus and defend findings. Experience representing, speaking, and negotiating on behalf of an organization to identify, address and resolve Human Resources problems and issues. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
