Summary As a Human Resources Specialist (Performance Management), you will be responsible for coordinating, monitoring, and administering the performance management program and the Integrated Talent Management (ITM) tool. This position will be under Human Capital Operations' Workforce Relations and Performance Management (WRPM) unit headquartered in Washington, DC. Responsibilities As a Human Resources Specialist (Performance Management), you will: Support the performance management program in providing independent expert level advice, counseling, and guidance to OCC managers and employees, and to Human Resources staff on the performance management program and policy. Prepare various reports and communication tools to market, promote, and inform managers and employees regarding the performance management program. Follow up to assure implementation of new plans and policies are successful and that program objectives are met. Coordinate performance management work products with HR managers, colleagues, OCC customers, and consultants. Ensure the timely delivery or completion of all products or services by anticipating problems and finding solutions or alternatives for all customers. Monitor and track the performance management program, including ensuring that key dates in the performance appraisal cycle are met and documented in the agencies internal tracking systems. Evaluate overall effectiveness of performance management program, policies, and procedures by conducting analytical studies and reviews. Serve as program/project technical advisor for work groups on performance management initiatives, projects and program studies. Provide training to staff members on performance management. Requirements Conditions of Employment This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.There are three key documents that contain important information about your rights and obligations. Qualifications You must meet the following requirements within 30 calendar days after the closing date of this announcement: To qualify for the NB-V band level, applicants must have specialized experience equivalent to the next lower level, NB-IV band level or GS-11 in the federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.Specialized experience for this position includes: Experience providing policy guidance or recommendations to managers relating to performance management, in order to enhance organizational effectiveness, improvement and performance. AND Experience preparing ad hoc reports and analysis of employee performance data to provide integrated solutions to organization performance management problems/issues. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education Education cannot be used to qualify for this position. Additional Information This position is excluded from the bargaining unit. Salary range includes 25.04% geographical pay.
