Koniag Emerging Technologies (KET), a Koniag Government Services company, is seeking a Human Resources Specialist Level I support KET and our government customer in the Metro DC area. This position is for a Future New Business Opportunity.

Koniag Emerging Technologies LLC is seeking a Human Resources Specialist Level I to assist with various projects related to position staffing, recruitment, and workforce management/planning. This entry-level position requires a bachelor’s degree from an accredited institution and zero to two years of relevant experience in the human resources field.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Human Resources Specialist Level I will be responsible for the following tasks:
• Assist Human Resource Specialists with a variety of projects relating to position staffing, recruitment, and workforce management/planning.
• Provide advice and guidance to INL program officials on all aspects of classification and staffing that links with support received from the HR Shared Services Provider.
• Compose a variety of complex reports and documents, such as position classification reports, staffing and workforce analyses, and briefing memorandums.
• Aid in drafting vacancy announcements, briefing memorandums, complex reports, and documents, including classification reports, staffing, and workforce analyses.
• Aid in analyzing job analysis information to ensure selected questions are appropriate and will effectively differentiate the best candidates by performing job analysis and developing crediting plans using Quick Hire software.
• Using information from the job analysis, develop appropriate weights for each question and evaluate the overall weights and screen outs used in the position announcement.
• For non-delegated examining announcements, evaluate specialist qualifications and document the specialist and announcement records with determinations online.
• Communicate with candidates regarding the status of their applications in the automated system, address concerns regarding the application process, and provide assistance to specialists when applying through the manual application process.
• Provide assistance to HR Specialists on job analysis and the selection of questions from specified document libraries, as well as on the appropriateness of developing new questions.
• Provide advice and guidance to both management and employees on a wide range of human resource issues, including staffing, pay setting, promotions, reassignments, performance management, and position management.

Requirements:
Education:
• A Bachelor's degree from an accredited institution.
Work Experience, Knowledge, Skills & Abilities:
• Zero to two years of experience in the relevant field.
• Demonstrated knowledge of and skill in applying a wide range of Human Resource Management concepts, principles, laws, regulations, and practices.
• Demonstrated ability to communicate effectively orally and in writing and provide excellent customer service.
• Experience in recruiting, examining, selecting, and placing employees.
• Demonstrated experience performing job analysis, workforce planning, and analysis.
• Demonstrated experience advising management in identifying, attracting, and retaining a high-quality and diverse workforce.
• For a position in the U.S., must be a U.S. Citizen or legal U.S. resident; for a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable.
The Human Resources Specialist Level I plays a crucial role in supporting various human resources initiatives, including position staffing, recruitment, and workforce management/planning. Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
