Summary The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in Office of Finance and Operations, Talent Development Division in Washington, DC. The incumbent reports directly to the Director, TDD, and serves as a technical advisor and program manager for the Learning Management System (LMS) information system. As a Human Resources Specialist (Information Systems), GS-0201-13, you will be responsible for: • Performing Technical Systems Administrator duties for Human Resources-related systems by applying skills in advanced human resources (HR) principles, concepts, methods, and practices; such as managing learning systems requirements, managing end user access and accounts, and providing end user support, training, and guidance. • Providing customer support and training on the utilization of the Learning Management System (LMS). Utilizes the LMS to input course data, track registration, certify attendance and provide management reports. • Analyzing, developing, evaluating, advising, and improving Human Resources work methods and procedures through LMS information system support. The analysis and evaluations on work methods may lead to policy or guideline changes. • Determining actions required to resolve complex, current or potential problems in the areas of LMS systems operation and report generation and initiates corrective action with appropriate staff. The incumbent has to use judgment and ingenuity to exercise broad latitude to determine the intent of guidelines and policies for use in resolving complex matters in the area of the LMS systems as aligned to the development of HR learning and development initiatives. TELEWORK ELIGIBILITY: You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in analyzing and evaluating data, identifying or resolving issues (i.e., data integrity problems, system performance bottlenecks, or integration challenges). 2. Experience collaborating with internal/external vendors (e.g., eLearning contractors) to integrate high-quality, user-centered training programs identifying employee skill gaps. 3. Experience in collaborating with technical teams (e.g., contractors, information technology staff) to integrate and configure computer-based learning systems to support specific business requirements, (i.e.., receiving or processing data (e.g., Sharable Content Object Reference Model (SCORM) products from internal and external sources). Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in applying human resources (HR) principles, concepts, methods, practices, information systems concepts, methods, consultative skills. 2. Knowledge of Human Resources information systems capabilities, procedures, limitations and retrieval options sufficient to identify areas where automation can effectively eliminate labor intensive manual systems or enhance current automation. 3. Knowledge of information systems and partnered organizations that host technical systems, and the Department, principles, program goals and objectives, work processes, methods, regulations, practices, and relevant analytical and evaluation methods. 4. Ability to communicate information both orally and in writing in order to provide clear, comprehensive advice and guidance, present detailed reports, findings, and provide. Education Education cannot be substituted for experience for this position and grade level.
