Department of State - Agency Wide Human Resources Specialist (Employee Relations) in Washington, District Of Columbia
Summary This position is located in the Bureau of Global Talent Management, Office of Employee Relations, Conduct, Suitability, and Discipline Division (GTM/ER/CSD). CSD is responsible for planning, developing, monitoring, and administering the agency conduct and suitability program to include policy development, discipline, adverse actions, standards of conduct, performance-based actions, and a variety of other employee relations related activities. Responsibilities Serves as a subject matter expert and advisor to Department officials on standards of conduct, suitability, and discipline issues. Coordinates with the Office of the Legal Adviser to ensure legal sufficiency of proposed action(s). Responsible for the development, implementation, and administration of policies and programs that affect employees in the Civil Service and the Foreign Service, ensuring consistency in policies, practices, and procedures. Researches, analyzes, and evaluates misconduct cases and issues, including complex cases and/or those lacking precedent, to determine the appropriate disciplinary action based on reports of investigations or other referrals. Provides advice and assists in drafting new or revised Department regulations and policies pertaining to employee conduct standards and disciplinary procedures; assists senior specialists who may be required to write initial draft regulations. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: • Experience interpreting, analyzing, and implementing agency guidance, regulations, and policies for a conduct, suitability, and discipline program (e.g., OPM issued mandates, Executive Orders, Title 5 CFR and USC). • Experience drafting proposals and/or decision letters on performance-based and disciplinary actions detailing the specific misconduct and charges that have been sustained and the basis for each decision. • Experience providing guidance to management officials on effectively handling misconduct issues and/or performance-related matters for Federal employees. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
