Treasury, Departmental Offices Human Resources Specialist (Employee & Labor Relations) in Washington, District Of Columbia

Summary This position is located at Departmental Offices,Management CFO - DAS Human Resources and CHCO. As an Human Resources Specialist (Employee & Labor Relations), you will be responsible for Department-wide policy and oversight in all areas of human capital management. Responsibilities As an Human Resources Specialist (Employee & Labor Relations), you will: Directly advise the Office of Human Capital Strategic Management (HCSM) leadership on the most pressing matters relating to Treasury's employee/labor relations and performance management programs. Administer the Department's Performance Management program, including development of performance management policy and guidance, training, and administration of the Performance Appraisal Assessment Tool (PAAT) in coordination with the U.S. Office of Personnel Management (OPM). Administer the Department's agency head review (AHR) program on behalf of the CHCO. Employ labor relations expertise, knowledge of precedent-setting judicial and third-party rulings, and Departmental past practice to make sound recommendations to the Director and the DASHR-CHCO, as needed. Confer with the Office of General Law, Ethics, and Regulation (GLER) to gather legal opinions and share and discuss matters related to the AHR process. Develop and publish Department-wide policy and interpretive guidance and training materials to standardize operational practices, ensure compliance, and maximize knowledge sharing across Treasury's bureaus. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A one-year probationary period may be required. Must successfully complete a background investigation. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Advising on labor relations, performance and conduct related employee issues; AND Researching and applying case law; AND Advising and supporting management in collective bargaining activities including interpreting collective bargaining agreements, negotiation strategies and third-party disputes (mediation and arbitration); AND Drafting Department-wide policies and procedures. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
