Summary This position is located in the Department of Health and Human Services, Administration for Community Living, headquartered in Washington, District of Columbia. Responsibilities WHAT YOU'LL BE DOING DAY TO DAY As a Grants Management Specialist, you will use your knowledge of and experience to optimize business results and customer experience by: Working effectively with grantee staff in responding to questions and resolving problems. Providing information to applicants and grantees on the grants process, regulatory requirements, and issuing surrounding individual applications. Preparing award notices for approval by higher-level specialists and assisting in ensuring that the awardee is in compliance with established administrative and financial policies, procedures, and sound business practices. Formatting and preparing reports, e.g., periodic status reports for management staff, which indicate deviations from normal operating procedures and preparing memoranda as required. Reviewing grant applications that are limited in functional scope and complexity. Establishing and maintaining relationships with program staff. Keeping supervisors and staff informed of administrative issues and developments. Requirements Conditions of Employment Qualifications Minimum Qualification GS-07 Applicants must have at least one (1) full year of specialized experience, equivalent to at least the GS-05 grade level in the Federal service that includes specialized experience includes: 1. Assisting with interpreting data information to generate reports; 2. Reviewing documents using provided guidelines; 3. Uses system software to create and/or manage records OR Must have successfully completed one full year of graduate level study, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D. in a field that provided the knowledge, skills, and abilities to do the work of the position. OR Must have a bachelor's degree and meet at least one of the requirements for Superior Academic Achievement (SAA): 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) 3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. OR C. Have a combination of experience as described in "A" above and education as described in "B" above. Minimum Qualification GS-09 Applicants must have at least one (1) full year of specialized experience, equivalent to at least the GS-07 grade level in the Federal service that includes the following: 1. Assisting with interpreting administration regulations, procedures, and practices to process applications; 2. Using qualitative and quantitative analytical techniques to evaluate proposals and awards; 3. Ability to write letters, memoranda, and operating procedures, directives, and/or guides to convey information relating to financial management activities. OR A master's or equivalent graduate degree in a related field that provided the knowledge, skills, and abilities necessary to do the work of the position; or two (2) full years of progressively higher level graduate education leading to such a degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
