Office of Justice Programs Grants Management Specialist (Policy) in Washington, District Of Columbia

Summary This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Audit, Assessment, and Management (OAAM), Grants Management and Policy Division (GMPC), Grants Policy and Procedures Branch. Responsibilities Provide expert advice and guidance on broad grant and/or cooperative agreement-related projects and programs with impact on major agency programs. Serve as expert leader in area of grants management for major programs involving programs or services of vital national importance. Conduct long- and short-range strategic planning to develop or refine grants management policies, methods, and operational approaches as needed in order to implement new or unprecedented grants management activities/functions. Work collaboratively with staff, partners, and stakeholders to assess needs, develop strategies, short- and long-range program goals, and detailed plans for implementation, and oversee successful implementation. Analyze data related to OJP's grants management policies, procedures, and processes, identifies areas of deviation, and suggests solutions to improve compliance with established guidelines; evaluates and interprets program legislation, requirements, and related guidance to propose and refine grants management policies, methods, and practices, aiming to improve the oversight and administration grants programs. Lead project teams to define strategic plans and design specific business development programs and projects. Serves as a subject matter expert (SME) and provides grant related guidance and expertise to multi-functional teams engaged in the development of DOJ grants management information technology (IT) solutions. Participate in the iterative development, testing, and delivery of the versions of working software with the intent to support the broad scope and demanding timeline of an operational system. Requirements Conditions of Employment Qualifications Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: - Grants management administration and operations for cross-cutting federal financial assistance regulations, directives, and policies. - Interpreting complex grants management policies and regulations and providing recommendations on implementation. - Developing strategies to apply innovative and forward-thinking approaches to carrying out financial and policy grants management activities. - Supporting efforts to implement new or revised financial and policy grants management business processes, including participation in change management and stakeholder engagement activities. - Coordinating the implementation of grants management policies and procedures across multiple components, divisions, or units within an agency or organization. - Serving as a subject matter expert for business process needs in information technology systems for grants management. Education There is no education requirement for this position. Additional Information This position may be eligible for telework per agency policy. This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee's presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy. OJP offers opportunities for flexible work schedules.
