VISTA Technology Services, Inc. (VISTA) is currently seeking a Finance & Budget Analyst to support our NAVSEA customer located at the Washington Navy Yard, Washington, DC. This is a hybrid position reporting onsite up to 3 days/week. The successful candidate will be part of a highly professional, results-oriented company, and will provide high caliber customer support.The Finance & Budget Analyst will support the Planning, Programming, Budgeting & Execution (PPBE) process and financial management strategy for PEO USC program office. Work with project management, schedulers, and task leads to build an actionable plan for client to secure the funding needed to achieve their goals. Use knowledge of laws, regulations, and policies, to provide analytical support for the development of well-formed requirements. Once funding is in place, help manage the funding efficiently through consistent tracking and communication with project management and task leads.Responsibilities:Support the Planning, Programming, Budgeting & Execution (PPBE) process and financial management strategy for program officeWork with project management, schedulers, and task leads to build an actionable plan to secure the funding needed to achieve their goalsUse knowledge of laws, regulations, and policies, to provide analytical support for the development of well-formed requirementsWork and communicate with project managers and task leads to manage funding including input, monitoring, validation, tracking and reporting of progress of financial documents through various Navy financial management systems including Enterprise Resource Planning (Navy ERP) and NAVSEA Enterprise Planning System (NEPS)Maintain program planning and execution spreadsheets to include PR status from creation to acceptance and monitoring funding levels for active appropriations.Provide support in the development of financial related documents that clearly delineate all program contract/contractor, field activity related tasking, deliverable items, and schedulesTrack program funding performance against financial database recordsWorks independently, performing analysis and providing recommendation with limited direct supervisionDevelop briefs, monthly financial status reports, and correspondenceBasic Qualifications:Bachelor's Degree AND at least 5 years of financial management experience supporting Department of Navy (DON) and/or Department of Defense (DoD) Financial Management (FM) and applying FM processes; 8 years of financial management experience preferredOperational understanding of FM policies, regulations, and meeting financial management milestones that support organizational strategic goals.Knowledge of the PPBE process and the difference between the three budget cycles (DON, OSD, and PB)Knowledge of appropriations law, fiscal policy, and appropriated funds via Financial Management Regulations (FMR) and Financial Management Manual (FMM) for Naval Budget PoliciesAbility to interpret information on a funding document/purchase requisition (PR)Understand and support development and management of budget requests/spend plansAbility to manage the status of funds and recommend alternative solutions, tracking funding documents from obligations to expendituresCompile support documentation for PRs, such as Statements of Work, draft contract modifications, for reimbursable, direct cites and contracts.Working knowledge of financial transactions to ensure programmatic obligations and expenditures are within benchmarksExperience performing financial analysis with mid-level budget analystsExperience developing content for program financial execution reviews and participation in those reviews, including answering questions from senior Navy staff at tri-annual, mid-year, and year-end closeout reviewsExperience coordinating, composing, and processing PRs using the Navy Enterprise Planning Financial System (NEPS), to include proper documentation for processing PRs to execute in Enterprise Resource Planning (ERP) (i.e., reimbursable, contracts, direct cite, etc.)Active DoD Secret ClearanceDesired Qualifications:Financial team leadership experienceExperience with data visualization software and apps (e.g., Tableau)Salary Range: $100,000 - $125,000This position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.For this position, VISTA will consider only applicants with an active DoD security clearance.VISTA offers a strong compensation package and a competitive leave package.The benefit plan includes medical, dental, vision, life and disability insurance, tuition assistance and employer matching 401(k) plan.To learn more about VISTA and to apply for this position, please visit our website at www.VISTAtsi.comVISTA is an Equal Opportunity Employer/Minorities/Disability/Veterans Employer
