Employee Benefits Security Administration Employee Benefits Investigator in Washington, District Of Columbia

Summary This position is located in the Employee Benefits Security Administration (EBSA), Office of Enforcement (OE), Division of Health Investigations. This position is expected to identify trends, emerging issues, and areas of enforcement and the employee benefits industry, and to work with legal, health, and financial experts to transmit strategies, approaches, targeting techniques, and lessons learned throughout the agency. Responsibilities Major duties include but are not limited to: Review and evaluate regional case activity daily for consistency with operational plans and agency policy and objectives. Review monetary results submissions in a timely manner for accuracy, completeness and conformance with EBSA investigative policies and procedures. Identify deficiencies in case activities and submissions and resolve them. Identify and analyze legal and administrative issues, regional office activity, technical assistance requests and monetary results submissions to ensure consistency with agency policy and objectives. Identify deficiencies in these submissions and resolve them. Provide current ERISA agency operating and technical guidance orally (via presentation or telephone) to the field offices timely, and accurately. Prepare well written memoranda, research findings, year-end regional office evaluations, and periodic office performance and project reports within the appropriate time frames to provide current ERISA guidance to the field offices. Prepare regional office training sessions, including slides exhibits, background materials and outlines. Work with investigative staff and staff officials in EBSA, DOL, other governmental agencies, and the private sector in order to gather and obtain information. Enforcement projects of continuing duration are carried out in an independent and acceptable manner and are completed within established time frames. Proactive measures are taken to identify issues, analyze problems and develop solutions. Provide guidance and training on the assigned project to national and regional office personnel. Performs other related duties as assigned. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for the Employee Benefits Investigator position, as described below. GS-13 level: Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience for this position includes: Experience analyzing legal issues involving laws such as Employee Retirement Income Security Act (ERISA), Health Insurance Portability Accountability Act (HIPAA), Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA) and other similar health laws, polices and regulations; interpreting guidelines for the conduct of investigations of complex employee health and insurance plans; and recommending significant policy and program change that targets criteria, and enforcement and prosecution initiatives, processes, etc. based on research and investigative experiences. Education There is no substitution of education for the required specialized experience for this position at the GS-13 level. Additional Information This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy. This position is at the Full-Performance Level (FPL). Based on agency needs, additional positions may be filled using this vacancy. This job is not 100% telework; it is subject to a 5-day minimum on-site work requirement per pay period.
