Employee Benefits Security Administration Employee Benefits Investigator in Washington, District Of Columbia

Summary This position is located in the Employee Benefits Security Administration (EBSA), Office of Enforcement (OE), Division of Investigative Strategies (DIS). DIS' primary mission is to conduct, develop, and pursue novel and challenging investigations with an eye to the development of new investigative approaches, issues, plans, templates, and strategies that can be used by EBSA's field offices to pursue similar cases in the future. Responsibilities Major duties include but are not limited to: Participates in major, complex, novel, multi-jurisdictional, high visibility, sensitive, and high impact investigations, with broad impact. Leads investigations turned over to the team due to its unique conditions. Apply advanced knowledge of the Employee Benefits Security Administration (EBSA)'s enforcement policies and procedures and the employee benefits industry to enhance the targeting and correction of Employee Retirement Income Security Act (ERISA) violations. Provides analytical comments and position papers that address the impact of policy, regulatory, and legislative changes, and court decisions on the EBSA enforcement program. Serves as a technical expert and policy advisor regarding the investigation processes and strategies for the EBSA investigations, the enforcement program, education, and compliance initiatives. Recommends significant policy and program change that targets criteria, and enforcement and prosecution initiatives, processes, etc. based on research and investigative experiences. Develops investigative models, techniques, and guidelines for use by investigators. Provide advice and training to agency staff regarding the implementation of models, techniques, and guidelines. Provides high level consultative services with stakeholders and ensures increased compliance with ERISA laws, rules, and regulations; performs broad functions to increase benefits for participants and beneficiaries. Independently research issues and prepare materials such as outlines, speeches, slide presentations, and talking points for the Chief and the Director of Enforcement. The incumbent develops written guidance and training materials and presents training related to ERISA enforcement changes, processes, and policies. Develops close and cooperative working relationships with other DOL components, other Federal agency senior and executive staff authorized to investigate ERISA and/or criminal matters, and State agencies that have authority to conduct investigations related to ERISA covered plans within their respective states. Performs other related duties as assigned. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for the Employee Benefits Investigator position, as described below. GS-13 level: Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience for this position includes: Experience analyzing legal issues involving laws such as Employee Retirement Income Security Act (ERISA), Federal securities laws, tax laws, banking laws, and other financial service-related laws AND Health Insurance Portability Accountability Act (HIPAA), Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA) and other similar health laws, polices and regulations; applying civil investigative techniques; and providing technical guidance, reviewing and evaluating ERISA covered health plans and a variety of other health and insurance products and vehicles. Education There is no substitution of education for the required specialized experience for this position at the GS-13 level. Additional Information This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy. This position is at the Full-Performance Level (FPL). Based on agency needs, additional positions may be filled using this vacancy. This job is not 100% telework; it is subject to a 5-day minimum on-site work requirement per pay period.
