In this position, you will serve as an Emergency Management Specialist (Response) with the Response Directorate, Operations Division, National Watch Center. Typical assignments include: Serving as an expert on emergency response policy issues and providing technical advice and guidance to professional staff in FEMA. Managing all-hazards, multi-source, information collection, aggregation, and analysis, as well as the initial development of a variety of formal reports, briefings, and other written situational awareness products. Issuing and mobilization of FEMA elements in response to all hazards events. Assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, policies, laws, standards, and guidance. Performing technical writing functions, requiring substantial knowledge of the various areas of emergency management and of the specialized terminology required as well as assuring that materials presented are consistent with agency policy. You qualify for this position at the GS-11 level (starting salary $72,750) if you possessthe following: One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes: Collecting and analyzing data within a watch center, operations center, command center, or equivalent; AND Analyzing data from a variety of sources to develop reports, summaries, briefings used to inform senior executives/leadership. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination of education and experience You qualify for this position at the GS-12 level (starting salary $87,198) if you possessthe following: One full year of specialized experience equivalent to the next lower grade (GS-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes: Collecting and analyzing data within a watch center, operations center, command center, or equivalent; AND Analyzing data from a variety of sources to develop reports, summaries, briefings used to inform senior executives/leadership; AND Utilizing mapping programs to evaluate risk assessment information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
