Library of Congress Distribution Facilities Specialist in Washington, District Of Columbia

Summary This position is located in the Logistics and Facilities Management Section, Business Operations Division, Natl Library Services for the Blind/Print Disabled Directorate (NLS), Library Collections and Services Group. The position description number for this position is 428455. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Responsibilities Manages and exercises overall program responsibility for a supply management program for a major agency organization supporting hundreds of delivery locations supporting program patrons. Oversees and accounts for all property, and plans and directs supply and equipment management activities, and assists in developing, implementing and maintaining a formal program for direction, surveillance, and assessment of property systems for government owned contractor-held property. Manage accountability of government-owned property to include loss and damage product management program. Monitor supply chain to ensure program supplies and collections are not lost or damaged while in storage or within supply distribution chain. Controls, appraises, and evaluates the national network of inventoried supply material housed at four geographically decentralized warehouse locations across the nation, including electro-mechanical parts for the NLS playback equipment to assure accuracy, inventory control, and accountability of all items. Stores, retrieves, and handles material and other related items used in the NLS program; develops and drafts policies and procedures relating to inventory management, warehouse utilization, and materials handling. Maintains appropriate controls and records and consults with the LC contracts, logistical and general support services so that deliveries, shipments, and invoices are handled properly. Supports NLS patron engagement program in the management of the national book exchange and redistribution program where NLS collections are redistributed to authorized network programs. Manages all NLS activities related to the disposal of federally owned analog and digital books and equipment according to authorized procedures. Serves as the primary contact with network agencies, repair facilities and with LC logistical services for supply and disposal of appropriate equipment, digital playback equipment parts and analog and digital book material. Ensures that all Federal and LC regulations regarding disposal of federally owned NLS materials are followed by network agencies and NLS personnel. Keeps written policies regarding disposal changes and modifications current and accurate. Oversee the maintenance of the MSC Supplies Catalog, has revised as necessary and uploaded into inventory management system to support network agencies need. Ensures that the MSC Procedure manuals are kept up-to-date and accurate, rewrites and distributes revisions as needed. Oversee production of regular comprehensive inventory reports, analyzes stock levels and arranges redistribution or removal of stock item from inventory, as appropriate. Coordinates annual physical inventory to verify, reconcile, and identify deficiencies in the system inventory and recommend corrective action. Reviews and conducts complex analyses, evaluations, or investigations of agency wide logistics operations, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance. Plans and conducts experimental analyses that result in new design guidelines, and have a profound effect on program or mission capabilities and/or operating procedures. Analyzes the logistics needs of a structure or the staffing levels necessary to support major systems; prepares model or prototype sections of procurement specifications used to acquire major systems; and develops agreements with other government agencies. Responsible for the assessment and evaluation of logistics management effectiveness. Assists in establishing separate and major logistics systems programs. Evaluates an agency-wide logistics program which includes a review of support facilities, supply functions, maintenance and reliability planning, transportation, storage, and technical data management. Acts as the agency's supply information manager for key supply information systems supporting over 600 users. Coordinates with technical specialists to evaluate impact of anticipated new technologies on supply processes and customer services. Resolves conflicting requirements of several supply program areas. Provides advisory services on issues of substantial scope and impact to top level managers. Serves as the Contracting Officer Representative (COR), responsible for monitoring procurement actions to support major projects. Responsible for developing statements of work and task order needs; resolves disputes that arise; monitors contract progress and reviews, as well as approves contract deliverables. Performs periodic facility inspections to ensure space is clean, free of hazards and building systems are operating properly, providing finding for corrective action to the appropriate Facility Management representative. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to direct and manage a supply management program, including logistics warehousing and receiving operations.* Knowledge of contract preparation and contractor monitoring policies and procedures.* Knowledge of automated supply, administrative tools and asset management systems.** Ability to communicate in writing. Ability to interact collaboratively with others to provide consultation or liaison services. Ability to use innovative thinking and analytical methods to evaluate supply and facilities management. Knowledge of policies, processes, and regulations related to inventory, property, equipment and supply management. Ability to communicate effectively other than in writing.
