Judicial Branch - Agency Wide Deputy Director, Education Division in Washington, District Of Columbia

Summary The Federal Judicial Center (Center) is the federal courts' agency for research and continuing education. Congress established the Center in 1967 as a separate organization within the federal judicial system at the request of the Judicial Conference of the United States. A nine-member board, chaired by the Chief Justice of the United States, determines its basic policies. Responsibilities The Center seeks a Deputy Director for its Education Division, which helps improve the administration of justice by providing learning experiences and resources for the federal judicial branch. What is the Role The deputy director reports to the division director and helps the division director oversee operations of the division and assists with day-to-day management; allocation of resources; coordination of programs and projects among groups, with other Center staff, and with people (faculty, advisory committees, vendors, etc.) outside the Center. The ADDs of EE, JLE, MPDE, PPSE, and MPG (currently vacant) report to the deputy director. The Administrative Team also reports to the deputy director. The deputy director's responsibilities include: Under the guidance of the division director, working with the Education Division's Administrative Team and the Center's Office of Administration to manage the Education Division's fiscal year program budget allocation of approximately $6-$8 million, depending on the year. Providing oversight of the Education Division's hotel and other contracting, and processing of travel reimbursements, for education programs. Addressing personnel-related matters, in consultation as needed with the ADDs and the division director, and where appropriate with the Office of Administration (Human Resources) and the Center's deputy director. Overseeing the Administrative Team's collection and maintenance of program-related data and producing reports of data as needed, including for the Center's bi-annual reports to its board and for the Center's Annual Report. Providing consultation and guidance to the ADDs on program planning and assisting the division director in developing the Education Division's annual Education Plan. Overseeing, with the division director, the implementation of the Education Division's Education Plan. Assisting the division director with ensuring communication about and implementation of Center policies and procedures within the Education Division, including those related to budget, travel, professional development, office space, remote work, schedules, and leave. Reviewing resources and program materials produced by the Education Division including videos, podcasts, e-learning content, program agendas, and publications. Assisting the division director in ensuring the rigor, relevance, and integrity of education programs and resources. Assisting the division director in communication and coordination with the Center's director and deputy director. Performing other duties, as assigned. Subject areas for judges include substantive and procedural legal topics, case and calendar management, ethics, and leadership and management. Subject areas for court personnel include leadership and management, selected professional skills, and ethics. The division delivers education and resources through a variety of means, including in-person programs to which participants and staff travel; in-person programs conducted in districts for local participants; a wide range of synchronous and asynchronous distance learning methods, including webinars, self-paced e-learning, podcasts, webcasts, and more; and through web-based and printed publications. Who We Are The Education Division is a group of approximately 50 experienced professionals. We represent diverse backgrounds and viewpoints. The Education Division's current average employee tenure is almost 12 years. The Education Division consists of the following groups: Executive Education (EE), Judicial and Legal Education (JLE), Management and Professional Development Education (MPDE), Probation and Pretrial Services Education (PPSE), the Multimedia Production Group (MPG), and the Administrative Team. The EE, JLE, MPDE, PPSE, and MPG groups are managed by Assistant Division Directors (ADD) who devise annual program plans and oversee program development, financial matters, staff development, and collaborative efforts with other Education Division groups. The EE, JLE, MPDE, PPSE, and MPG groups include staff responsible for program design, development, and delivery (education attorneys and education specialists) and staff responsible for organizing and executing the administrative, financial, and logistical aspects of programs and projects (program coordinators). Education Division staff may serve as trainers and facilitators alongside other faculty and often guide faculty on how to teach and facilitate effectively. Faculty include judges and court staff, U.S. probation and pretrial services officers, professors, and various subject matter experts. The Education Division's Administrative Team manages recordkeeping, financial processes and reporting, program coordinator support, hotel and audio-visual support procurement, internal professional development, and much more. The current division director is an experienced educator who served as the deputy director from 2015-2023 and has been the director for about one year. Education Advanced degree in education, a social science, business administration, or law. Additional Information Salary and Benefits The starting salary is set at $147,509 (includes D.C. locality). This position falls in the Center's pay band 6, which has a salary range up to $223,836 (includes D.C. locality). For a successful candidate not currently a member of the Center staff, a higher starting salary, not to exceed $184,387 (includes D.C. locality) may be considered if the candidate furnishes proof that their current salary falls above the pay band 6 minimum salary of $147,509 (includes D.C. locality), in which case the Center would match that salary up to the starting salary limit of $184,387 (includes D.C. locality). This is the maximum starting salary, and it is non-negotiable. In addition, a successful candidate who does not live within the D.C. locality region or work at the official duty station in Washington, D.C., for 16 or more work hours per pay period will not receive D.C. region locality pay and will receive the locality pay of their place of primary residence (telework site). If a successful internal candidate's salary falls above the range minimum, the salary will be matched up to their current salary. Federal government benefits are applicable. An array of supplemental benefits is also offered, including a transportation subsidy and a flexible benefit program allowing for pre-tax deductions for health insurance, health care, dependent care, and commuter expenses. The FJC is in the Thurgood Marshall Building, conveniently situated to public transportation directly beside Union Station. The Marshall Building houses a child development center, a health fitness facility, and a cafeteria for its tenants. The Federal Judicial Center offers a range of telework and flexible work schedule options based on the employee's position categorization. When business needs arise, all Center employees are required to work at the official duty station in Washington, D.C., or at a temporary duty station. The Center does not pay for relocation expenses; however, Center employees receive reimbursement for all official business travel. This position does not carry the tenure rights of positions in the competitive civil service.
