Serve as Data/Program Analyst to assist ACF in conducting Data/Program Analyst activities.

The Office of Human Services Emergency Preparedness and Response (OHSEPR) is the Emergency Management Lead for the ACF within the DHHS. OHSEPR ensures the effectiveness of human services in preparedness, response, and recovery from disasters and public health emergencies OHSEPR leads ACF’s support for disaster human services missions conducted under the National Response Framework’s Emergency Support Function 6. OHSEPR administers the U.S. Repatriation Program and leads domestic non-emergency and emergency repatriation planning and operations to support the return of U.S. citizens and their dependents following an evacuation from overseas nations due to war, threat of war, invasion, civil unrest, or similar crises.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Maintaining a variety of data products, chronological data status and accounting logs.

  • Review operations and testing of models to ensure adequacy or to determine need for reformulating to support collection, manipulation, analysis, and other use of data.

  • Conduct facilitation sessions to gather requirements and builds logical models.

  • Review and report on project metrics to benchmark effectiveness

  • Review project models to ensure adherence to standards and ensure data quality alignment.

  • Work on, and across, multiple projects to ensure consistency in naming conventions and promotes the sharing and reuse of data across applications and program areas.

  • Ensure that data analysis program goals are met. Contributes to data management.

  • Apply analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction assigned to them by the OHSEPR PM

  • Support assessments of OHSEPR’s challenges using specialized skills and knowledge.

  • Resolve complex problems, which require an in-depth knowledge of analytic methodologies and principles.

  • Assist OHSEPR PMs in coordinating assigned repatriation activities, as well as planning processes, to inform upper management on key issues, provide information that impacts ACF’s processes and decision-making.

  • Identify issues, gather, and analyze information, and develops advice and guidance to resolve substantive problems impacting the effectiveness and efficiency of Repatriation or Disaster Case Management operations.

Education:

  • A bachelor’s degree from an accredited university or college and a minimum of 3 years of professional Data/Program Analyst experience.

Work Experience, Knowledge, Skills & Abilities:

  • Firm understanding of industry best practices and the repatriation program.

  • Proficient in extracting data from relational databases using various query software tools, graphic displays for data presentation, database tools, and spreadsheet software.

  • Ability to produce finished reports containing analyses, graphics, and recommendations.

  • Experience using computers, including email, Word, and Excel

  • Excellent data analysis skills.

  • Ability to work independently.

  • Excellent written and effective oral communication skills.

  • Strong spreadsheet and presentation skills.

  • Unrestricted work authorization.

  • Strong analytical and organizational skills.

  • Ability to calculate statistics like mathematical averages and percentages.

  • Ability to work independently and with a team.

Office Location and Travel:

This position shall be required to support the OHSEPR program on site at minimum 2 day a week. Current OHSEPR on-site status for all federal and non-federal employees is either Tuesday and Wednesday or Wednesday and Thursday.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
