Job Description:

GDIT and the U.S. Department of State are seeking a Program Advisor oversee international capacity-building trainings aimed at countering Russia’s malign activities.

GDIT is partnering with the Department of State’s Office of Cooperative Threat Reduction (CTR) to support the Special Projects (SP) Team aiming to counter a variety of Russia’s malign activities, including its use of Chemical, Biological, Radiological agents as tools of assassination, its proliferation of Weapons of Mass Destruction (WMD), leveraging its export of advanced conventional weapons to support malign influence, evading the complex and unprecedented sanctions for its full-scale invasion of Ukraine, and utilizing active measures campaigns to undermine longstanding nonproliferation norms.

The Program Advisor will serve as an on-site/hybrid contractor at the Department of State and assist CTR in developing, managing, and coordinating SP security capacity-building efforts to 1) counter WMD threats from proliferator states; 2) deter the development and dissemination of the use of WMD and related disinformation, 3) identify and disrupt malign activity related to the proliferation of WMD and advanced weapons systems, 4) identify illicit transactions and beneficial ownership structures of Russian and Russian-linked entities, and/or 5) enhance WMD detection and response capabilities to deter Russia’s further use of WMD. The Program Advisor will be responsible for providing programmatic, financial, and technical oversight to assigned projects and activities while actively contributing to strategically advancing the SP team’s objectives and programming. CTR’s programmatic efforts evolve in response to the international security environment, requiring Program Advisors to develop, coordinate, and implement innovative strategies to address the dynamic environment. The Program Advisor will also be responsible for supporting relevant policy development and implementation within the Department of State and coordinating with other U.S. Government departments and agencies as needed.

Responsibilities:

  • Develop foreign assistance strategies, relationships, and programming, and manage technical experts who conduct trainings and other activities to build capacity with partner countries to counter WMD threats, related disinformation, WMD proliferation and advanced weapon system malign activities, Russian and Russian-linked entities illicit transactions, and lack of WMD detection and response capabilities.

  • Leverage open-source information to inform CTR program initiatives and partner countries’ policy-makers to disrupt proliferation activities including its procurement of sensitive dual-use technologies that Russia uses to advance its advanced conventional weapons and WMD programs.

  • Brief high-level officials in the Department of State, interagency, foreign governments, and senior chemical industry executives on CTR programmatic activities.

  • Identify and execute innovative approaches that improve CTR's ability to conduct international threat reduction programs;

  • Participate in the review of threat reduction project proposals and making recommendations concerning the approval and funding of proposals.

  • Attending domestic and foreign meetings as required, and additional tasks in support of CTR at home or abroad as assigned.

  • Support CTR’s budget processes, to include the preparation of grants, cooperative agreements, and Interagency Agreement documents; financial monitoring; financial reconciliation; and financial close out.

  • Cooperate with partners in the U.S. interagency to align CTR engagements with other U.S. government nonproliferation programs and ensure effective and efficient implementation.

  • Other activities as assigned by the CTR Office Director and Deputy Director, Team Chief, and Deputy Team Chief.

Qualifications:

  • Experience with identifying and countering illicit proliferation efforts, WMD threats, sanctions evasion, and the proliferation financing through policy or programmatic tools.

  • Possess strong writing skills and experience in analysis, research, strategy development, and interagency coordination.

  • Possessing diplomacy, teamwork, and project management skills, is preferred.

  • International travel will be required, and foreign language skills are a plus.

  • Must be able to receive and maintain a Secret-level U.S. Government security clearance. A current active clearance is helpful, but not a requirement. The ability to acquire and maintain a Top Secret clearance is preferred.

  • Bachelor’s degree and a minimum of 6+ years’ relevant experience or Master’s degree and 4+ years’ relevant experience. An international affairs, policy, or technical background is preferred but not required.

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
