Congressional Budget Office Chief Information Officer in Washington, District Of Columbia

The Congressional Budget Office is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. The agency is seeking a Chief Information Officer (CIO) to serve as its principal information technology (IT) adviser and to lead, manage, and work alongside the 15 people in the Information Resources Management and Technology Services Unit. Responsibilities The CIO, who reports to CBO's Chief Administrative Officer, is responsible for managing all of the agency's IT functions, programs, and initiatives-including strategic, capital, and operational plans and related budgets; enterprise architecture; servers, computers, and all other hardware; cloud architecture; virtual technology; software; data; IT security; and help desk operations. The CIO advises and interacts with CBO's leaders and delivers highly reliable, cost-effective, and secure IT services. Because CBO is a small agency, the CIO must be both strategic and hands-on. Requirements Conditions of Employment US citizenship or current permanent residents seeking citizenship SPECIAL REQUIREMENTS: Top Secret Clearance Qualifications The successful candidate will be a seasoned IT professional with these qualifications: - Significant recent (within the past seven years) hands-on technical experience-including with troubleshooting, problem resolution, and support maintenance-in several major IT functions, such as cloud migration and digital platforms, application development, network and information security, network management, architecture and infrastructure, storage and Microsoft 365 email systems, and help desk operations and reporting. - At least six years of experience managing IT professionals with an array of skills and experience and the ability to help select, develop, and manage a diverse workforce. - Solid experience with IT budgets, including budget preparation, justification, and execution, along with skills in cost-benefit analysis. - The ability to plan, evaluate, and adapt in a changing environment and to ensure a stable IT environment. - Project management experience across the system development life cycle, particularly with new technologies and complex implementations of both hardware and software. - Exceptional oral and written communication skills to clearly and persuasively convey complex technical information to a nontechnical audience. - Proven ability to build team support and develop collegial, collaborative working relationships with a broad range of internal and external constituencies, as well as a willingness to take on projects and implement solutions independently when necessary. Candidates must be able to obtain and maintain a Top Secret Clearance. Preferred qualifications include a graduate degree and recent federal government experience.
