Department of State - Agency Wide Administrative Officer in Washington, District Of Columbia
Summary This announcement is for TEMPORARY, INTERMITTENT positions Not-to-Exceed 1 YEAR/1040 hours located in various Executive Offices in Regional Bureaus in the Department of State. The incumbent will serve as an Administrative Officer at overseas and/or domestic offices to provide administrative and general services and resolve a range of administrative problems while filling gaps during staffing shortages. Responsibilities Studies and evaluates Bureau program operations. Analyzes and evaluates the efficiency and effectiveness of administrative operations, policies, practices, procedures, and mechanisms in the context of improving delivery of these services. Provides technical advice and assistance to the Administrative Section or any of the sub-sections ensuring coordination of effort in the accomplishment of the day-to-day operations. Analyzes actions and develops plans and strategies for the internal and external integration of day-to-day and long-range projects that contribute to improving the effectiveness, and efficiency of the assignment. Performs budget work related to the formulation, justification, and execution of the operating budget of post/domestic office assignments in concert with budget analysts ensuring services are appropriately funded. Serves as the Contracting Officer’s Representative (COR) for all personal services and third-party contracts. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing administrative programs. Experience planning and developing strategies to improve day-to-day operations and improve effectiveness, efficiency, and productivity. Experience developing budget estimates, justifications and advising on, and negotiating contracts. Experience utilizing qualitative and/or quantitative methods for assessment and improvement of complex management processes and systems. Experience serving as a Contract Officer Representative for personal services and third-party contracts. There is no substitute of education for specialized experience for the GS-13 position.
