National Highway Traffic Safety Administration Administrative Officer (Open to both U.S. Citizens and Federal Employees) in Washington, District Of Columbia

Summary The position serves as an Administrative Officer under the Associate Administrator for the Office of Vehicle Research (VSR, routing code NSR-010). The mission of VSR is to administer the vehicle safety research programs of NHTSA to support vehicle safety research, rulemaking, standards compliance, defects, and other programs and initiatives that seek to reduce traffic crashes and their resulting deaths, injuries, property damage, and economic costs. Responsibilities As a Administrative Officer, you will: Be responsible for assisting with complex office duties for the AA for program areas and topics that cut across VSR and other NHTSA offices. Identify potential problem areas for VSR and proactively work to eliminate or mitigate the severity of those problems and propose consensus building solutions. Be responsible for other administrative activities, such as human resource actions, workforce development, process improvements, disposition and inventory of property; arranging for use of government vehicles; arranging for maintenance and repair of equipment; managing printing, graphics and photo requests submitted to OST, and obtaining space and IT and telephone services for VSR staff and contractors. NHTSA is looking for an employee that has a high level of experience and initiative with effective communications skills, both orally and in writing, to perform and manage a broad set of administrative and operational tasks to support both VSR headquarters and its applied laboratory in East Liberty, OH - the Vehicle Research and Test Center (VRTC) staff, including human resources, general administration, budget and procurement, as well as programmatic support to enable the efficient and effective operation of program office functions. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience developing and implementing administrative and management service functions and activities to support program office operations. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience independently with little to no supervision planning, developing, and implementing administrative and management service functions and activities to support program office operations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrated ability in areas related to administrative and management services functions such as human resource services, process improvements, workforce development, procurement, purchasing, financial tracking, contract management, property management, and internal controls. Demonstrated ability to gather and analyze information in order to plan, develop, and implement actions that facilitate efficient and effective performance of VSR administrative and management services and operations. Demonstrated ability to clearly, concisely, and effectively communicate, both orally and in writing, as well as listen and interact with customers, identify their needs, and respond in a timely and accurate manner, providing practical solutions to complex administrative, programmatic, and management issues.
