Federal Communications Commission Contract Specialist (Acquisition Compliance) in Washington DC, District Of Columbia

Summary This position is located in the Enterprise Acquisition Center (EAC), Office of Managing Director (OMD), Federal Communications Commission (FCC) in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities Reviews unique, controversial, sensitive and complex cost plus fixed fee (CPFF); cost plus award fee (CPAF); time and materials (T&M); and labor hour (L/H) contracts, and ensures random sampling of other contractual efforts. Monitors, documents and facilitates required qualifications for contracting officer warrants based upon training, experience and integrity of individuals nominated for such appointments in accordance with the Federal Acquisition Regulation (FAR). The incumbent ensures contracting officers and contracting officer representatives are properly appointed and comply with qualification standards. Provides expert advice and guidance to all program office staff and management and makes recommendations to the Senior Procurement Executive (SPE) and the Deputy Chiefs. Develops, maintains and publishes contract policies and procedures necessary to implement the FAR. Develops and maintains the FCC Acquisition Manual and the FCC COR Manual. Reviews directives and regulations and all proposed changes to determine impact on EAC and issues appropriate implementing instructions. Reviews FAR and FCC Acquisition Manual on a continuing basis and initiates recommendations for change, and evaluates recommendations for change submitted by others. Stays current on industry and business practices, source of supply, cost factors and requirements characteristics. Provides broad policy guidance on programmatic and budgeting matters and technical guidance on significant, controversial and complex contractual activities. Represents the FCC on the Small Agency Council. Plans and executes a systematic and comprehensive review program that assesses both procurement actions conducted by FCC contracting officers and all purchase card transactions. Establishes or approves procedures to be used for the conduct of the review, prescribes standards expected of each office, and identifies how performance is to be measured. Oversees reviews of procurement files in order to evaluate effectiveness of each contracting officer in providing responsive support consistent with current regulations. Evaluates the effectiveness of contract awards and contract administration in EAC. Assists contracting officers in identifying areas where changes are required to achieve improved contracting performance and permit more effective use of resources. Evaluates the adequacy of the organizational structure, staffing, and training program to perform the mission with maximum efficiency and effectiveness. Briefs and provides a written assessment to the management of all compliance review findings; and makes recommendations for improvements and recognition of accomplishments. Serves as the EAC Customer Liaison and meets with all program offices on a regular basis to discuss EAC's efforts to provide excellent customer service and to collect feedback regarding EAC's actual performance regarding customer service. Makes changes to the FCC Acquisition Manual as needed to incorporate lessons learned from internal customers regarding EAC customer service improvements. Serves as the Program Manager for the FCC's FAC-C, FAC-PM and FAC-COR programs. Supports the FCC's contract writing system, the FCC Momentum-based (i.e. Genesis system) Contract Writing System. Interacts with the Genesis support contractor as needed to ensure that the FCC's contract management system is current and fully functional. Performs procurement planning for major equipment and services to be acquired by contract. Develops procurement objectives in terms of competition and price range, constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts and related schedules. Serves as advisor to program officials in procurement planning meetings. Advises program officials of the procurement objectives to be used and assists in the preparation of statements of work, performance work statements, or statements of objectives. Performs as a senior contract specialist responsible for a complete range of government contracting activities such as acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation. Activities more specifically involve technical expertise in the preparatory processing and administration of formal contractual instruments achieved through formal bid and negotiation procedures and techniques resulting in firm fixed price, cost plus fixed fee, and incentive fee contracts, as well as, the review of transactions to assure adequacy and technical sufficiency and compliance with the latest directives issued by OMB, FAR, GSA, Comptroller General Decisions and FCC’s internal policies and procedures. To be deemed as qualified, candidates must meet the qualification requirements, both Part A AND Part B. GS-14 QUALIFICATION REQUIREMENTS PART A-BASIC OPM QUALIFICATION REQUIREMENTS Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. AND PART B-Specialized Experience To be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as experience: 1. Reviewing complex cost plus fixed fee (CPFF), cost plus award fee (CPAF), time and materials (T&M) and labor hour (L/H) contracts. 2. Determining the most appropriate action(s) to be taken on specific solicitations and contract actions. 3. Developing, maintaining and publishing contract policies and procedures necessary to implement the FAR. 4. Demonstrating a range of government contracting activities including acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation. 5. Experience using Genesis to ensure that the FCC's contract management system is current and fully functional. 6. Experience providing broad policy guidance on complex contractual matters.
