Architect of the Capitol Administrative Officer in Washington DC, District Of Columbia

Summary The position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Administrative Services Division. The Administrative Officer executes the administrative program vision and plan for the Chief Security Officer (CSO). Responsibilities Must be able to obtain and maintain a Top-Secret security clearance. Major Duties - Duties quoted at the Full Performance level, GS-13. Administrative Management Reviews, prioritizes and addresses substantive and complex issues impacting the planning, implementation and evaluation of CSO programs and services. Supports the CSO organization’s execution of policies and procedures, including the Strategic Plan goals. Manages and executes office support functions for the CSO, including purchasing, inventory controls, contracting, space management, information technology support, records maintenance and human capital. Establishes, reviews and updates relevant policies and procedures. Ensures office procedures meet the organization’s needs and are consistently understood and followed. Serves as point of contact to ensure that all Human Capital policies, processes, procedures and initiatives are implemented in an appropriate and timely manner, including requests for personnel actions (PARs). Advises office staff on administrative and procedural requirements. Assists in developing and maintaining sound organization structures, improving management methods and procedures and ensuring the effective use of resources. Designs, plans and conducts research on administrative issues of substantial complexity and impact. Screens inquiries, establishes suspense dates and refers to appropriate offices for response/resolution. Prepares technical reports of program activities and coordinates with subject matter experts as needed, ensuring consistency, accuracy and clarity with other documents. Determines purpose and scope of meetings and conferences and pre-briefs the OCSO. Serves as an expert in organizational methods, equipment, human capital, purchasing, inventory, contract support, information technology, administration and reports management. Ensures effectiveness and/or compliance with agency rules and regulations for major reports. Performs a variety of miscellaneous technical, planning and administration duties in support of the office, such as providing customer service to organizational personnel; developing and/or revising administrative standard operating procedures (SOPs); maintaining and updating office files; researching, preparing and forwarding policy memoranda that inform personnel of changes in policies and procedures; composing and preparing responses to correspondence on subjects where policy and precedence are established; preparing various correspondence, forms and reports; and initiating and obtaining signature of the approving authority on staff actions. Information Dissemination Formulates informational strategies which promote an understanding of programs and procedures for a variety of target audiences in alignment with the overall CSO strategic plan. Reviews and analyzes CSO program accomplishments, effectiveness and/or compliance with agency rules and regulations for major reports and oversight purposes and provide objectively based information for making decisions on the administrative and programmatic aspects of security operations, including communications with appropriations committees, Senate and House oversight committees, and the United States Capitol Police. Develops original correspondence reflecting the views and policies of the CSO. Coordinates daily calendars, appointments and events, serving as the point of contact for modifications and arranges conference calls. Responsible for formulation and communication of an information dissemination program, vision, and business plan. Develops or expands communication strategies for each programmatic issue relevant to the focused audience. Applies knowledge of federal and AOC statutes, regulations, policies and procedures, including a working knowledge of safety and other contemporary program issues. Uses project management techniques to ensure events/informational campaigns are properly coordinated and effectively executed with a high degree of quality. Reports Preparation Develops program information and communications for staff with varied degrees of comprehension of agency programs and policies. Provides executive level administrative support by conducting research, handling information requests and performing office management functions. Researches, collects, compiles and analyzes information to generate technical and management guidance for a variety of topics, including program plans, action reports based on empirical data. Develops and/or authors communication content, such as talking points, bulletins, brochures, blog posts, feature stories, briefings and presentations to share and inform AOC staff on relevant program information and initiatives. Consults on development and presentation of information, provides communication advice/training to staff and reviews staff written work (when requested) for content, style and presentation of information. To be creditable, an applicant's one full year of specialized experience must have been equivalent to at least the next lower grade level. To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Performing office support functions in support of organizational programs and activities. Serving as liaison between the supervisor, senior management, stakeholders, reporting units, external organizations, clients and the general public, and following commitments through to completion; and Possessing information technology (IT) skills sufficient to manage administrative workflow systems, convert paper files to electronic, serve as office webmaster, and communicate using various IT solutions. Simplifying complex concepts and terms into concise and readily understandable oral and written communications. Providing Human Capital guidance and leadership for an office to include staffing and recruitment, position classification, employee and labor relations, human capital planning and performance management; -OR- Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. -OR- Combination of education and experience: Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Serving as program coordinator, participating in planning, processing requests, assisting employees, and developing administrative controls; Managing and executing office support functions including purchasing, acquisition, information technology support, records maintenance, travel administration, and human capital; Researching, compiling and analyzing information to generate technical and management reports on a variety of topics; Providing support for Human Capital Management Division (HCMD) issues to include staffing and recruitment, position classification, employee and labor relations, human capital planning and performance management; Developing written materials such as standard operating procedures (SOPs), marketing brochures, presentations, and memos/emails for dissemination of important information. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Preparing and communicating written reports and information in a visual manner related to program requirements and policies. Developing and implementing a communications strategy and program for an organization with multiple program responsibilities and diverse audiences. Writing, researching and editing informational materials that are compliant with required editorial styles and rules of grammar. Advises and recommends innovative approaches for avoiding and /or resolving problems and reducing conflicts on administrative and procedural requirements. Leading multiple projects of various complexities simultaneously. Serving as primary interface and liaison to the Human Capital Management Division (HCMD) for the coordination of all matters (ex: Time & Attendance , position classification, recruitment and staffing initiatives, employee and labor relations issues, human capital planning and performance management; Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE: GS-11 ONLY The following education may be substituted for the required GS-11 specialized experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
