Project Overview : 

The Project is the modification of an existing process facility and construction of new facilities located on URENCO’s site in Capenhurst, Cheshire (UK).  

URENCO Nuclear Stewardship Limited (UNS) is a UK subsidiary of URENCO which undertakes management of nuclear materials, decommissioning and recycling. UNS provides services to the United Kingdom’s Nuclear Decommissioning Authority (NDA), including the storage and management of legacy uranium hexafluoride (UF6) which is stored at URENCO’s site in Capenhurst, UK. The legacy UF6 material originated from a number of sources and as a result contains different qualities and concentrations of contamination. The legacy UF6 material is stored in 11,250 cylinders which are up to 60 years old and due to deterioration in cylinder condition a solution is required for re-processing the material for safe long-term storage.  

 In order to provide a solution for this legacy material, UNS has proposed the design and construction of a Legacy Tails Separation Facility (LTSF).  The LTSF project involves the modification of an existing facility  on the Capenhurst site to enable the processing of the legacy cylinders. The primary goals of the LTSF processing activities are to transfer the contents of the legacy cylinders into new compliant cylinders and to separate the contaminants from the UF6 to enable onward processing. The resulting clean material, in new compliant cylinders, can then either be sent to other facilities for enrichment or to URENCO’s Tails Management Facility (TMF) for deconversion. 

The Project scope includes the planning of Front End Engineering Design (FEED), design optioneering, production of a basic design and delivery of a FEED. Subject to successful completion of FEED, there is the potential for a follow-on EPCM contract to be awarded.   

The Project will be executed with a consultant organisation who are experienced in the design and management of risk, safety cases and permissioning/licensing of UK Nuclear facilities.    The design consultant is located in Warrington, Cheshire (UK) and we have a shared project office. The role will primarily be based at the project office however travel to the project site location (Capenhurst) will also be required. Flexibility in work location includes a minimum of three days per working from the project office and/or site.  

Position Summary:

The role exists to provide ongoing Project Controls support to the Urenco LTSF Project team during the FEED phase of the project. 

Responsibilities:   

  • Ascertain that the correct scope of work and the project execution plans are reflected on all schedules.

  • Integrate interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations to coordinate work sequences with the total project plan.

  • Establish and implements methods for determining activity durations within assigned disciplines or specialties.

  • Develop engineering progress curves for assigned disciplines or specialties. Develop required jobhour expenditure for assigned disciplines or specialties. Assist in determining levelling decisions. Perform quantity, job hours, and cost resource loading for assigned schedules. Perform performance monitoring and control functions.

  • Prepare and analyse cost, revenue and job hour information in order to identify trends and deviations to budgets.

  • Coordinate trends with the project team. Analyse quantity and cost information and predicts changes and trends.

  • Coordinate quantification and estimates for trends and scope changes and provide feedback to estimating and/or cost engineering regarding cost trends and lessons learned. Provide plans and recommendations to mitigate the impact of potential trends.

  • Monitor schedule deviation for assigned disciplines or specialties including subcontractor submittals and recommend corrective action/workaround solutions for project considerations.

  • Identify and report activities that have a critical or potential impact on the schedule or cost

  • Provide analysis and reports on assigned areas to the project.

  • Support the development and maintenance of the ‘Working Plans’ as requested.

  • Assist with the review and issuance of the ‘Working Plans’.

  • Interface with other members of the project team and provides miscellaneous support to Project Controls Manager as requested. 

Qualifications and Skills

Essential:

  • Experience in undertaking work in the areas of cost engineering, scheduling, and reporting.

  • Skilled in oral and written communication.

  • High proficiency in using PC operating systems and the whole Microsoft Office suite, including, ideally, MS Access and PowerBI

  • Experience in using multiple discipline-specific software applications currently used by Bechtel (e.g. Primavera, and Microsoft Project).

  • Candidates will have or must be able to obtain an SC security clearance.  

Desirable:

  • Knowledge of engineering and construction management customarily acquired over time through specialised instruction or practical experience.
