This position is responsible for the coordination of all activities associated with the NCDOT Receiving, Quality Assurance (QA) and Delivery Program for new equipment delivered by the manufacturer to Fleet and Material Management for statewide distribution to the Field Divisions, Central Units and any external agencies partnered with FMMU. This position will manage and direct the daily activities of the Fleet Production office to receive, inspect, approve, record, process, and issue approximately 1,800 pieces of fleet highway construction and maintenance equipment purchased each year by NCDOT. Evaluate equipment when received to determine if the equipment meets specifications generated by the procurement section to validate the correctness of the specifications that were written for that piece of equipment. This position oversees Quality Analysis checks on new equipment purchased by NCDOT to ensure contract specifications are met and to implement the procedures of the procurement section in receiving, reporting, and the logistics of equipment delivery statewide. Reviews contracts for equipment being purchased by NCDOT to ensure compliance with the terms of the contract and all documentation is complete and accurate. Manages staff responsible for records and reports to record vehicle assignments ensuring Vehicle Identification Numbers, Equipment Identification Numbers and other related equipment data correlate with vehicles as assigned to the field and central divisions. This position manages two Administrative Specialist I and two Transportation Worker III positions. This position will contact vendors regarding the delivery of new equipment, communicate any QA issues to the vendor/supplier, and implement procedural policies in evaluating and resolving discrepancies to bring equipment into compliance with the contract specifications. Coordinates and implements deliveries of new and essential equipment throughout the State and provides needed assistance during emergency responses. Other duties as assigned.
Knowledge, Skills and Abilities / Competencies

Experience with supervising and coordinating the activities of lower-level employees and providing instruction to them in proper work methods.
Thorough knowledge of vehicles, fleet highway construction, and maintenance equipment
Working knowledge of SAP, OCRA and Microsoft Office programs
Demonstrated ability to operate equipment such as large and small forklifts, front end wheel loaders, class 8 trucks such as dump trucks and road tractors, heavy construction equipment of various types such as skid steers and excavators, and half ton pickup trucks
Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.
