The Hydraulics Unit provides technical expertise, guidance, design, and quality assurance to manage stormwater, riverine and coastal impacts in and around roadways for the protection of the public, the environment and NCDOT assets at every transportation project phase. We are looking for an Engineering Supervisor to manage the State Highway Stormwater Program and staff.

In this role you will:

  • Provide oversight of staff and Private Engineering firms in the performance of National, State, and Federal stormwater regulatory requirements.

  • Develop inter-department, inter-agency, university, government, community, and resource partnerships to strengthen delivery of program requirements.

  • Design sustainable stormwater programs that can be effectively managed, implemented, and integrated into NCDOT business units.

  • Oversee contract management for a team of Private Engineering Firms and specialty consultants directed by staff.

  • Provide oversight of the program through management of budget, staff, and contract resources; coordination of projects and activities to ensure accurate and timely delivery of services.

  • Review and implement program protocols, procedures, and policies.

  • Serve as a subject matter expert.

  • Utilize engineering solutions to complex challenges to develop sound recommendations and decisions in a variety of situations.

  • Develop and guide research initiatives, as well as collaborating with university professors and research institutions.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of DOT organization and operations and familiarity with relevant stormwater laws, regulations, and policies.

  • Experience utilizing hydrologic, hydraulic, and environmental engineering principles including advanced modeling for water quality and stormwater compliance with Federal and State requirements.

  • Experience managing and supervising teams of professionals, including training, evaluating performance, and achieving organizational goals.

  • Experience effectively managing data and efficiently distributing information through the use of GIS, SAP (or equivalent systems), and other IT tools.

  • Experience developing and guiding research initiatives, as well as collaborating with university professors and research institutions.

  • Experience effectively working with resource agencies, staff, and stakeholders to achieve project goals and enhance interagency collaboration.

Additional Expectations

Applicant is expected to possess deep expertise in the stormwater field, effectively apply technical knowledge to solve complex challenges, and ensure compliance with relevant regulations and standards. Should be able to demonstrate that they have lead teams by organizing resources, communicating clearly with stakeholders, and integrating the latest methodologies to achieve organizational goals.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
