HIRING RANGE: $40,442 - $60,000
The NCDOT Office of Civil Rights (OCR) promotes equal access and opportunity in transportation programs for our customers, employees, and applicants. The OCR carries out this mission by enforcing federal and state laws and regulations that prohibit discrimination on the basis of race, color, national origin, disability, age and in certain circumstances, genetics, sex and religion, in the Department and in its programs and activities. OCR is responsible for administering several programs in support of its mission and goals. The OCR works to foster equal opportunity in NCDOT contracting and services; conduct compliance reviews of covered entities that are required to comply with nondiscrimination laws and regulations; provide training and technical assistance to covered entities; conduct statewide outreach to help individuals and covered entities understand rights and obligations under discrimination laws; provide individuals with needed training in order to perform position requirements on NCDOT projects; and provide business and technical training to improve the efficiency and skills of small businesses to increase their economic viability.
The Certification Unit is part of the Office of Civil Rights, and its responsibilities are federally, and state mandated. The unit is a statewide- and department-wide resource that manages multiple programs.
This unit is directly responsible for the uniform statewide administration of its policies and programs as it relates to the Disadvantaged Business Enterprise (DBE) program. The Section provides resource support to the Department’s management as it pertains to the programs and certifications of small businesses. The unit is responsible for entering the certification data for Disadvantaged Business Enterprises into SAP/online portal, administering and managing the federally mandated and General Statutes, and interpreting and updating the Special Provisions. The unit maintains the federally mandated DBE database and web-based list for use with all federal stakeholders within the state of North Carolina.
The position is staffed to the DBE Program Manager and serves as the direct assistant to the Certification Officers. The position is skilled in organizing workflow and coordinating activities; can communicate effectively both orally and in writing; is responsible for analyzing and interpreting information and makes recommendations based on knowledge of the certification process.
The position must communicate with applicants and clients to explain the certification process and follow-up on missing or required documentation necessary to make a reliable certification decision. The position supports the Program Manager in time entry and personnel assistance, recurring and adhoc reports and maintaining workload data that provides information on the numbers, types, and deadlines for various certification actions. The position must possess detailed knowledge of the Department’s business processes, statues, rules, and regulations governing them, as well as Federal requirements relating to DBE certification.
The program area for this position includes one or more of the following: Experience working with Civil Rights programs and/or experience in governmental program review.
Position will require traveling and the ability to legally operate a vehicle.

Bachelor’s degree from appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of training and experience.
