Forest Service Wildland Firefighter (Prevention) in United States

Summary This position is located within the Southern Region, Region 8 within the Regional Office. The duty station will be confirmed at time of selection. The incumbent provides management, technical expertise, oversight and policy development to the wildland fire mitigation, education, community assistance, and legal restitution for fire loss and trespass programs. Responsibilities Serve as the main point of contact for coordination for the wildland fire mitigation program inclusion in the fire management planning process. Participate in the development and integration of fire mitigation into the overall program of work, including the recommending of policy development of immediate and long-range objectives and/or budgeting of allotments. Coordinate the identification and mitigation of wildland urban interface issues and/or risks to homeowners and communities from wildland fire and hazardous fuels. Review programs and plans to ensure that fire mitigation principles, practices and policies are incorporated into state and local land management programs. Coordinate the development and/or implementation of all wildland fire restriction and closure plans. Represent the Forest Service at local, state and inter-agency level on wildland fire mitigation and related activities. Analyze models and identify major causes of wildland fire and ensure that these causes are effectively addressed in the appropriate wildland fire mitigation programs and the fire management plan. Reduces human and equipment caused ignitions through comprehensive risk assessments to develop strategic plans to mitigate fire causes. Assist with the development and implementation of additional strategic fire mitigation and protection planning with assess the actual and potential risks and hazards to communities during a wildland fire event. Develop vigorous public awareness activities and programs, informational promotions, accelerated law enforcement program and/or local signing efforts designed to mitigate human and equipment caused ignitions. Specialized Experience Requirement: GS-11: Applicants must have one year specialized experience equivalent to the GS-09 in the Federal service. Examples of specialized experience include: Applied fire management strategies, tactics and fire prevention and mitigation procedures to fire management objectives and to determine the consequences of proposed actions; Assisted with fire mitigation management including program evaluation, fire prevention, fire program management; Assisted with developing and providing expertise and material for fire education programs; Worked with the public, landowners, stakeholders or other agencies/entities on wildland fire education activities, gathering data and curriculum development. Selective Placement Factors: A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education There is no education requirement or substitution in lieu of specialized experience for this position. Additional Information This is a Detail/Temporary Promotion not-to-exceed (NTE) 1 year but may be extended additional 4 years for a total of 5 years, or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager. In addition, this Detail/Temporary Promotion NTE 1 year may be made permanent without further competition. If the temporary promotion is not made permanent, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) and your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position. Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. The duty station for this position is Location Negotiable Upon Selection within the Southern Region, Region 8 and will be confirmed at time of selection.
