Forest Service Supervisory Human Resources Specialist in United States

Summary These positions are assigned to USDA Forest Service, Human Resources Management within Field Service Operations and National Talent Acquisition (NTA) HR Teams. These positions provide technical and administrative supervision to a team of Human Resources Specialists and Assistants responsible for implementing a comprehensive recruitment and placement program for the unit served. Responsibilities Exercises delegated employment authority by planning, organizing, and directing all phases of the recruitment and placement program including guidance on merit systems principles and prohibited personnel practices. Provides technical and authoritative advice on all merit promotion matters. Serves as the technical expert for conducting job analyses, creating crediting plans. Ensures priority placement programs are appropriately utilized and provides training to management and employees covering all aspects of the merit promotion and demonstration project authorities. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Plans, develops, executes, and evaluates a comprehensive recruitment and placement program for the unit served. Provide course descriptions as necessary. Specialized Experience Requirement: Applicants must have one full year of specialized experience equivalent to the GS-12 grade level in the Federal Service. Specialized experience is defined as four or more of the following: assisting with the planning, developing, executing, leading, and evaluating of human resources programs, in recruitment and placement; and/or providing authoritative management advisory services related to staffing, recruitment and placement; and/or researching laws/regulations, analyzing and evaluating issues, determining applicable precedents, and recommending methods and strategies to resolve interrelated human resources problems; and/or establishing and communicating guidelines and performance requirements to employees, conducting formal performance reviews, and identifying the developmental and training needs of employees; and/or collaborating with high-level management to develop agency positions, proposals, and strategies on complex HR issues requiring modification or adaptation of guidelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited.
