Farm Production and Conservation (FPAC) Business Center Supervisory Human Resources Specialist (Classification) in United States

Summary This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Human Resources Division (HRD). This position serves as Section Supervisor and works under the direction and leadership of the Classification and Organization Branch Chief. The incumbent is responsible for providing leadership, management, evaluation, administrative, and technical direction to the subordinate staff. Responsibilities Advises and consults senior leadership program managers on significant position management and classification problems or issues. Consults and advises management on establishing single or multi-grade level positions. Works with top managers to resolve critical and controversial problems involving classification consistency, adverse classification decisions, or pay administration. Provides comprehensive consultation and advisory services to managers of assigned organizations on classification, position management, compensation, and organizational design matters. Reviews standard position descriptions for positions serviced by the Branch to ensure consistency in the application of classification standards. Serves as an agency expert on policy and procedures relating to position classification, position management, and pay administration. Evaluates human resource workforce performance to identify training and development needs for employees. Provides expert advice and consultation with managers on human resource solutions to workforce issues and solving potential problems at their lowest level. Provides leadership and training to team and staff, and oversight, guidance and advice regarding federal civilian human resources processing policies, regulations, processes, and procedures. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the 10/08/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Specialized Experience: To qualify for the GS-13, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through federal service s performing the following duties or work assignments: developing, reviewing, and classifying position descriptions for a variety of occupational series and grade levels; ensuring classification and position management programs are fully compliant with all applicable laws, regulations, administrative policies and procedures, as well as Federal position classification standards, guides, and practices; and providing advice and technical expertise to managers, supervisors, and other human resources specialists on classification and position management program requirements and practices, such as explaining grade distinguishing characteristics. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties.
