National Institute of Food and Agriculture Supervisory Grants Management Specialist in United States
Summary This position is located in the Office of Grants and Financial Management of the National Institute of Food and Agriculture. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available. In this position, you will serve as Branch Chief with planning, directing, coordinating and managing the high priority research, education, and extension grant areas relating to the administration of the grant programs. Responsibilities Develops the branch work plans, and resource allocations in support of the needs and objectives. Works with the Division leadership staff in the development and implementation of regulations, policies, and procedures concerning the management of grant programs. Resolves problems concerning the complex phases of the work or precedent-setting situations requiring the interpretation and application of existing laws and regulations. Participates in the development of grants, special provisions, reports of grant program activities, and other significant organization issuances to accomplish Departmental goals. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience acting as the authority in regards to operations of a branch such as allocating resources, driving customer service, establishing schedules, reviewing work, and selecting candidates; determining employee awards; determining grant eligibility; providing hands-on trainings of financial and accounting systems operations; and communicating grant regulations, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report. Travel and relocation expenses will not be paid by the Department of Agriculture.
