Deputy Assistant Secretary for Finance Supervisory Financial Administrative Specialist in United States

Summary This position is located within the Department of Veterans Affairs Debt Management Center (DMC) within the Office of Finance, Office of Management. The position reports to the GS 13 Supervisory Financial Administrative Specialist (Assistant Chief) and is responsible for the technical direction and accomplishment of work through supervised staff for the effective, efficient, and economical direction, control, and operation of the Department's debt management policy and procedures. Responsibilities Plans, assigns, and directs the work of administrative and technical staff. Sets priorities, schedules, and short-term goals. Develops performance standards, evaluates work of employees , and provides performance feedback to employees. Gives advice, counsel, and instructions to employees. Interviews candidates, recommends appointments, promotions, and reassignments. Hears and resolves complaints and refers group grievances and serious complaints to a higher level. Effects minor disciplinary measures and recommends action for serious cases. Identifies and arranges for developmental and training needs. Finds ways to improve production and increase the quality of work. Advises senior leaders in decision making using technical expertise in VA debt management policy and procedures. Participates in conferences, meetings, task forces, and presentations as a VA debt management policy and procedures expert. Communicates orally and in writing with a diverse audience of internal and external customers, leaders, and stakeholders in support of VA's debt management program. Creates and documents process updates in response to changing technology and/or regulations. Provides verbal and written guidance and training alone or in collaboration with others. Collaborates with peers and other VA leaders in business planning and setting long range goals. Estimates the effects of proposed system or regulatory changes on operations. Troubleshoots many different and unrelated VA financial benefit systems and develops solutions for issues impacting operations. Monitors internal controls, conducts quality reviews, and ensures processes comply with VA debt management policy and regulations. Demonstrates a working knowledge of the union Master agreement, maintains good labor and management relations, and collaborates with ERLR resources. Plans and executes team building events. Solicits and encourages feedback from employees to facilitate risk management and process improvement. Encourages and facilitates pride, trust, and team identity. Manages conflict in a positive and constructive manner to minimize negative impact on the team. Leads by example through self management in situations involving pressure, stress, change, new information, obstacles, and ambiguity. Performs other duties as assigned. Work Schedule: Monday through Friday, between 6:00am and 6:00pm CST. Telework Available: Available (Up to and including 100% telework). Agency supervisory requirement of three days at agency worksite (Ft. Snelling, MN) per quarter for office coverage. Duty Location Status: Location negotiable, can work remotely from outside of local commuting area Title/PD#: Supervisory Financial Administrative Specialist GS - 12; PD 04080-A Promotion Potential: GS-12 Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience: For GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Performing day-to-day, mid-term, and long-range planning of operational functions and estimating effects of proposed system or regulatory changes on operations. Ensuring resources are aligned against the highest priority objectives of the organization. Troubleshooting many different and unrelated financial management computer systems. Maintaining cooperative relationships with various levels of stakeholders within and external to the organization. Communicating clearly, concisely, and effectively orally and in writing with a diverse audience, including the ability to explain technical information. Demonstrating mastery of the concepts, principles, practices, laws and regulations of finance and debt management relevant to DMC's debt management program. Developing and executing internal controls and quality reviews for work processes. Addressing conflict in a positive and constructive manner. Demonstrating strong customer service skills. Dealing effectively with changing conditions, obstacles, pressure, and/or ambiguity. Analyzing reports on debt collections and finance activities, noting problems, and recommending corrective action. Applying financial management concepts and practices to resolve problems and effect improvements. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment.
