Federal Acquisition Service Supervisory Contract Specialist in United States
Summary As a Supervisory Contract Specialist, you will supervise a team of contract specialists to deliver acquisition excellence through timely & quality contracts and world-class acquisition service. Location of position: GSA - Federal Acquisition Service (FAS) - Office of Acquisition Operations. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities The Office of Acquisition Operations is responsible for providing quality contract solutions to Federal agency customers. This Supervisory Contract Specialist position is responsible for the following major duties: Supervise a team of contracting professionals to perform pre-/post award functions involving highly specialized procurements, typically involving Transportation services through the use of Multiple Award Schedule contracts, Blanket Purchase Agreements, and other commercial contracting methods. This position will also support emergency contracting requirements submitted to GSA from other Federal agencies. Provide assisted acquisition services to Federal agency customers as needed. Serve as an acquisition expert to subordinate contract specialists. Direct the full range of contract administration actions required for the programs. Terminate contracts for the convenience of the Government or default by the contractor. Issue necessary modifications. As needed, explore new or innovative contracting approaches to arrive at an equitable contractual arrangement. Direct disposition of claims and similar matters. Plan and delegate workload to be accomplished among the Branch staff subordinates to meet priorities, schedules, and requirements established at the organizational level. Revise work schedules to meet changes in workload or to improve workflow, increase productivity, enhance customer service, and promote overall customer and employee satisfaction. Evaluate the performance of subordinates within established timeframes and performance metrics. Regularly discuss and advise employees on their work performance and progress. Make recommendations for improvement, promotion potential, and training through regular feedback and individual development plans. Encourage professional development. Provide recognition and praise as appropriate. Recommend selection of employees for awards and commendations. Resolve and/or refer grievances and more serious/unusual complaints to the Director. Responsible for ensuring the Branch operates within the acquisition framework stipulated by the Federal Acquisition Regulations, General Services Acquisition Regulations, and related public laws, policy, guidance, and directives. Provide expert, authoritative advice to program officials on a wide range of contract methods and procedures to improve the operational effectiveness of the organization in fulfilling its assigned responsibilities. Serve as principal advisor to program officials, representing the agency in procurement planning meetings. Provide expert technical guidance, coordination, and consultation to identify procurement objectives and methodologies, implement new developments, and provide policy interpretation to various contracting activities. Locality pay will be determined once the selectee's duty location has been established. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience performing complex (high-risk, difficult to define specifications, restricted/limited market competition and spend in a number of categories) contracting assignments procuring supplies and/or services using the full range of contracting methods, contract vehicles and types. Procurement of these supplies and/or services at this level include: Determining the method of procurement and the contract type (such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules;) and developing an acquisition plan; Preparing determinations and findings and solicitation documents; Performing detailed analyses of all elements of cost in contractor proposals, and making competitive range determinations; Planning the negotiating strategy, coordinating strategy with negotiating team, and leading negotiations; Developing pre-negotiation positions, determining negotiation strategies, and preparing justifications; Preparing initial agency position on protests from unsuccessful bidders and recommending a decision on claims arising under a contract; Responding to and resolving acquisition questions/issues that require research to provide recommendations/responses; Analyzing complex contracting issues and identifying alternative courses of action.
