Responsibilities This position is located at Department of Commerce OIG, Office of Audit and Evaluation. As a Supervisory Auditor (Performance), you will promote integrity, efficiency, and effectiveness in the programs and operations of the Department, and detect and prevent waste, fraud, abuse, and mismanagement in those programs and operations. As a Supervisory Auditor (Performance), you will: - Plan and coordinate the audit work, review audit products, develop operating policies and procedures, monitor the audit staff in performing assigned audit responsibilities while maintaining contact with key line officials to determine their plans and priorities as related to the audit efforts. - Direct and control project phases, ensuring compliance with applicable GAGAS, CIGIE and OAE policies and procedures. - Submit quality products, including draft and final reports, that fully meet Audit and OIG standards (GAGAS, CIGIE, the OAE Policy Manual and other applicable requirements); and require only minimal changes to be ready for the Division Director's submission to the AIG within agreed-upon milestones. - Communicate often with assigned staff and the Division Director to ensure information on projects, issues affecting the staff, etc., are effectively communicated. - Plan and schedule work to be accomplished by subordinates and assign work both verbally and through various automated systems based on priorities, difficulty, requirements, and capabilities of subordinates. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: A. Planning and coordination of audits and evaluations, contracts and grants and/or financial-related performance audits; AND B. Providing advisory and guidance on auditing, contracts and grants and/or financial management activities; AND C. Resolving auditing/financial/contracts and grants management problems; AND D. Communicating in writing and in person to a variety of audiences; AND E. Managing/leading auditing professionals in accordance with generally accepted auditing standards. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: 1.) A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or 2.) Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
