Summary The Research and Promotion Division (RPD) provides oversight to federally legislated promotion and research programs, commonly known as checkoff programs, for commodities under the purview of the Livestock and Poultry Program (LP). The incumbent serves as Director of the Research and Promotion Division, and is responsible for directing and managing the Division. This is a temporary promotion, NTE 1 year, and may be made permanent without further competition. Responsibilities The duties may include, but are not limited to: Develops programs, policies, and procedures and recommends modifications to existing programs, policies, and procedures. Represents the Department during meetings and the development of policy matters with other government agencies. Directs, coordinates, and manages the development, implementation, operation, compliance, and evaluation of Division programs. Develops internal controls and guidance for the conduct of management reviews, financial audit reviews, and other internal reviews and evaluations of the program operations. Administers activities to assure compliance with all provisions of the various research and promotion programs laws at the domestic and import levels. Works with the administrative office, the AMS budget office and the agency’s financial officials to monitor the budget as well as the billing of boards for costs incurred by the Division. Develops performance standards for Division employees and evaluates work performance. Assures the development of Division employees, and recommends appropriate training programs. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Formulating policies and programs affecting agricultural commodities, including, but not limited to, marketing, promotion, and research activities, and serve as an advisor regarding policy and program recommendations from other federal agencies, state agencies, industry, and agricultural stakeholders. Representing the organization to internal partners, political leadership, external industry contacts, and the general public in order to explain, justify, and negotiate policies and decisions. Providing leadership and supervision to program and policy specialists, give direction on assignments, meet deadlines, and track milestones/accomplishments in a high pace, political environment. Ensuring compliance with relevant guidelines, policies, regulations and statutes, including review and approval of contracts, internal audits, and corrective action plans to determine the adequacy of proposed actions. Providing excellent written and verbal communication skills and be thoroughly familiar with the practices used across agricultural industries and sectors. Prepare briefing papers, policy statements, correspondence, talking points, and issue summaries that communicate technical and policymaking content. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. This is a temporary promotion Not to Exceed 1 year. The selectee will return to their former position of record or like position (same, grade, full performance level and location), after completion of the temporary appointment. This temporary promotion may be made permanent without further competition. Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
