GENERAL DESCRIPTION:

Manages the day-to-day operations of Water Division I. Executes the laws relative to the distribution of water in accordance with the rights of priority of appropriation and performs such other functions as may be assigned by the state engineer. This position comprises one member of the constitutionally created Board of Control with all the duties and obligations of such a position as defined in Title 41 of the Wyoming statutes.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Executes the laws relative to the distribution of water in accordance with the rights of priority of appropriation.

  • Regulates and controls the storage and use of water under all rights of appropriation which have been adjudicated by the board of control or by the courts, and regulates and controls the storage and use of water under all permits approved by the state engineer.

  • Member of the constitutionally created Board of Control, which adjudicates water rights, responsible for changes to adjudicated water rights, and abandonments of water rights.

  • Manages programs and employees in accordance with the state and agency policies and applicable laws working closely with agency human resource officials. Responsibilities include interviewing, hiring, training employees, assigning and directing work, appraising performance, addressing complaints, and resolving problems.

  • Directs supervisors in program development, office administration, and field administration.

  • Stands as the appellate authority for dissatisfied water appropriators.

  • Analyzes policies, standards, and actions of counterpart state agencies or the federal government to determine conflicts.

  • Coordinates field activity related to all aspects of various compacts and decrees.

  • Conducts field inspections and dam safety evaluations, employing standard professional hydrologic measuring, mapping, and regulation techniques.

  • Makes presentations for purposes of instructing and/or informing the public and other agencies of laws, policies, rules, and conditions governing water administration.

  • Meets and corresponds with diverse groups on legal water supply and administration issues.

  • Conducts hearings regarding petitions or protested proofs for adjudication in accordance with state and agency policies, contested case procedures, and applicable laws.

Qualifications

PREFERENCES:

Preference will be given to candidates with a Master's degree plus 2 years of professional work experience in geologic or hydrologic analysis or regulation, irrigation or water rights administration, or a Bachelor's degree in civil, geologic or hydrologic engineering, geology, hydrology, or water resource sciences plus five years of professional work experience in geologic or hydrologic analysis or regulation, irrigation or water rights administration. Preference will also be given to candidates with previous supervisory experience.

KNOWLEDGE:

  • Knowledge of Wyoming water laws, rules, and regulations of the State Engineer and State Board of Control and water rights filing and change request procedures; drainage basin hydrology; dam and hydraulic engineering; public lands survey system; irrigation principles and practices; land use planning; Wyoming Administration Procedures Act; operations of various types of districts and miscellaneous corporations; dynamics of an administrative quasi-judicial board; state and federal employment and labor laws and compliance requirements.

  • Skills in interpersonal, written, and verbal communications; personnel management and employee relations; operation of water measuring and data logging equipment; negotiation and mediation skills; operation of basic surveying instruments; map and drawing reading.

  • Ability to develop collaborative relationships to facilitate the accomplishment of work goals and to build strategic relationships among people, workgroups, and divisions; deal with others in difficult and complex situations to achieve resolution or adherence to laws and/or rules and regulations; present and convey information clearly and concisely to groups or individuals verbally, electronically and in writing to ensure they understand the information.

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Position requires the physical ability to hike, lift, wade, snowmobile and drive all-terrain vehicles and work in unpredictable and inclement weather conditions in remote areas while working alone.

NOTES:

  • FLSA: Exempt

  • This is an At-Will position and is appointed by the Governor, pursuant to Wyoming Statute 41-3-502.

  • Successful applicants are required to pass a background investigation.

  • In accordance with W.S. 41-3-502, the state engineer shall conduct examinations for candidates for the position of division superintendents, and a list of those who qualify shall be filed with the governor and the governor, from that list, shall appoint division superintendents for the various divisions as vacancies occur. No candidate is eligible for appointment as division superintendent unless he is qualified by training and experience. The examination shall consist of questions relative to the irrigation laws and their administration, the measurement of flowing water, evaporation, seepage, drainage, and the hydrographic features of the water division in which the candidate seeks appointment. The examination will be conducted in Cheyenne or Torrington. Prospective candidates will be contacted to schedule a date and time.

  • The mission of the Wyoming State Engineer's Office and Board of Control is to provide for the general supervision and protection of both inter-and intra-state water of this state, including the appropriation, distribution, and application to the beneficial use of water as provided under the prior appropriation doctrine while maintaining the flexibility within that framework to meet the changing needs of the citizens of Wyoming.
