JOB SUMMARY:
The Major Projects department is responsible for the planning and execution of SaskPower’s largest, most complex, highest risk projects across Generation, Transmission and Distribution. The Major Projects department is seeking a Project Control Specialist to support the development and execution of new, large scale power generation projects. This role will be based out of SaskPower’s Head Office in Regina, Saskatchewan.
The Specialist will provide project management support and control through schedule development, cost forecasting, and project reporting related to major capital projects. The Specialist is accountable to provide subject matter expertise in the planning, execution and monitoring of capital projects. As a member of SaskPower’s Major Projects team, this position is responsible for supporting all aspects of project management from initiation phase to design, construction, commissioning, and closure.
This position is responsible for supporting the development and implementation of processes, procedures, templates, reports and metrics related to planning, scheduling, cost forecasting, risk and project data management. As a member of SaskPower’s management team, this position is responsible to act as a central point of contact in the management and administration of strategic and operational functions, providing expert advice and direction that aligns with departmental and corporate goals and objectives.
KEY ACCOUNTABILITIES:
• Accountable for developing and maintaining the project schedule including baseline schedule development, planning, tracking, reporting, analysis, and change control.
• Responsible for development and maintenance of project forecasts.
• Identify and analyze project risks and assist with project risk management.
• Ensure capital projects are aligned with corporate policies and standards.
• Assist with resource management planning, tracking, analysis, and forecasting associated with department and project personnel.
• Provide administrative support to the Project Manager for the development of earned value data, project reporting and presentations.
• Ensure implementation and compliance of applicable project control standards.
• Support development, analysis and reporting of project and department performance metrics.
• Contribute to documenting closure data to enable knowledge retention (lessons learned, project data compilation).
• Actively participate in continuous improvement and implementation of standardized work processes for effective project controls.
• Apply governance as required, to business process and/or procedure to ensure strategic alignment with the departmental and corporate business plan.
• Act as a subject matter expert in project control to develop, implement, and assist management staff in the administration and interpretation of corporate policies
• Provide advice that is appropriate, practical and consistent with relevant legislation, regulations, laws, industry standards, and best practices.
• Lead and/or participate in cross-functional projects to provide functional expertise for corporate and departmental strategic planning initiatives.
• Represent the department and prepare and present material to internal and external audiences as required.
• Maintain knowledge of industry developments and best practices related to the area of specialization and adapt them to SaskPower’s operational environment.
• Other related duties as assigned.
KNOWLEDGE/SKILLS/ABILITIES:
• Degree Engineering, Business Administration, Commerce, or other related equivalent AND/OR;
• Project Management Professional (PMP) designation, Prince 2, or equivalent AND/OR;
• Five (5) years of related experience project management or project support experience (working with Primavera, MS Project, SharePoint, etc.).
• Team player with the ability to build and maintain strategic relationships both internal and external to SaskPower.
• Strong attention to detail; high degree of accuracy and precision.
• Able to successfully manage multiple concurrent activities and maintain a commitment to deliver high quality work.
• Results oriented thinker, with the ability to manage and provide advice regarding complex and confidential issues with sensitivity and professionalism.
• Excellent analytical, research and problem-solving skills.
