This position is located at Job Corps Civilian Conservation Centers. The incumbent provides leadership and guidance to students in a group living environment and practical counseling to students. Responsibilities Ensure that actions taken in dealing with students fully conform to established standards. Oversee dorm management and to maximize the benefits of the residential living situation for students. Motivate students and gain their acceptance of and adherence to residential living goals; and an understanding of social behavior and motivation to effectively provide guidance required. Provide individual guidance to students. Recognize potentially adverse or sensitive situations that may require special or professional handling to refer to the appropriate person. Meet and Deal with a variety of people, including local authorities, students' families, and off-Center visitors to clarify, obtain, and provide information in handling student activities and problems. Utilize various Job Corps related databases and software in order to perform and process work assignments. Performs other duties as assigned. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. For the GS-4 level: Applicants must have six months of any type of work that demonstrated the ability to perform the work of the position, or experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. General experience is defined as one or more of the following: Providing childcare; and/or performing volunteer work at a youth camp; and/or performing community service with disadvantaged youths; and/or other experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. AND Six months of specialized experience equivalent to at least the GS-3 grade level. Specialized experience is defined as one or more of the following: Assisted youths in various types of organizational activities such as sport teams or tutoring; and/or Volunteered as a community work crew member; and/or assisted in providing guidance in a community or residential recreation program; and/or assisted in providing students or student crew members instruction in safety rules and regulations in living and working situations; and/or group activities in the Armed Services. OR An associate's degree or two years of successfully completed education above high school that (a) included at least 12 semester hours of subjects directly related to the work of the position such as social behavior, human behavior, or health care, or (b) was supplemented by experience in activities that afforded the opportunity to acquire and demonstrate the skills required by the position; OR Combinations of successfully completed post-high school education and experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. For the GS-5 level: Applicants must have one year of specialized experience equivalent to at least GS-4 grade level; Specialized experience is defined as one or more of the following: being a group leader in community or residential recreation program; and/or counselor in a youth summer camp; and/or instructor in a training program for the development of job skills; and/or work that demonstrated the ability to be responsible for and to lead and train members of a job crew; and/or group activities leader in the Armed Services; and/or aid or assistant to professional or associate staff engaged in work of a social services nature in private, public welfare, government program, or community organizations, or in voluntary activities; and/or aid or assistant to professional or specialist staff working with individuals who are addicted to or abuse alcohol and/or drugs. OR A bachelor's degree that (a) included at least 24 semester hours / 36 quarter hours in any combination of subjects directly related to the work of the position; (b) included a major in social behavior, human behavior, or health care or; (c) was supplemented by specialized experience as described below; OR Combinations of successfully completed post-high school education (in excess of the first 60 semester/90 quarter hours) and specialized experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. For the GS-6 level: Applicants must have one year of specialized experience equivalent to at least GS-5 grade level; Specialized experience is defined as three or more of the following: providing input in the planning of dormitory activities of students; and/or maintaining order and discipline among students; and/or scheduling and coordinating work details, recreational, and other group activities; and/or providing leadership and direction to students in performing daily housekeeping duties; and/or conducting various dorm meetings and student group counseling sessions. OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as social behavior, human behavior, psycology, or health care); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Education Additional Information The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply. Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP eligibles must meet the agency's definition for a quality candidate as provided in the How You Will Be Evaluated section of this announcement to be considered. If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This position is not eligible for telework. The Forest Service may use certain incentives and hiring flexibilities, currently offered by the Federal government, to attract highly qualified candidates.
