GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Senior Inspection and Safety Specialist for the Employee Safety Program, to ensure a safe working environment for all WYDOT employees through training, certifying, and instructing formal and informal training classes. This position will be located in Cheyenne or Laramie.
The successful candidate will work with various programs throughout the department to update and develop safety processes, policies, and procedures for a variety of job tasks. They will work collaboratively with the District Safety Representatives to provide guidance to employees that address safety issues in the workplace. The Senior Safety Specialist will assess risk and recommend corrective actions to mitigate hazards. They will collaborate with program leadership and recommend solutions to safety and health issues, consult to find areas of improvement and help implement new safety measures.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Ensure employees attain and apply all aspects of personal and workplace safety.
Prepare training materials and training aids; coordinate training sites and schedules.
Provide on-the-job training during routine and special surveys or inspections; provide required training in a timely manner.
Write extensive reports citing hazards or violations when observed and write technical reports on lab findings.
Provide technical assistance to ensure hazards are corrected.
Collaborate and inspect current safety policies and procedures including current safety programs.
Conduct yearly formal inspections of all WYDOT facilities and grounds to ensure all safety compliance is utilized including completion of documentation.
Collaborate with various state and federal government agencies and meet to discuss and receive information on safety items; this may also include working with private organizations.
Collaborate with WYDOT supervisors and department management.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
The Agency prefers individuals with one or more of the following credentials: Associate Safety Professional (ASP), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Safety and Health Official (CSHO), Certified Hazardous Materials Manager (CHMM), OSHA 510, and 511
**Agency requires OSHA 10/30 Instructor certification (OSHA 500 or 501) or the ability to gain authorization under OSHA’s requirements, First Aid/CPR (Adult, Child, Infant) certification, AED Instructor
**Agency requires applicant possess a valid driver's license
KNOWLEDGE:
Extensive knowledge, skills, and abilities to instruct, teach, and prepare formal and informal material in a class environment to all employees including management positions.
Excellent oral and written communication skills.
Ability to interpret state and federal government regulations, standards, policies, and procedures.
Ability to collaborate and communicate with internal stakeholders and state, federal, and private agencies.
Skilled in computer operations and programs (PowerPoint, Word, etc.) and ability to use without supervision including all audio-visual aids used in training and instruction.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-3 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an Inspection and Safety Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an Inspection and Safety Specialist

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time permanent position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
