Summary This position is located with the Bureau of Indian Affairs, Deputy Director, Trust Services in Anywhere in the U.S. (remote job). The incumbents in these positions contribute to the mission of Real Estate Services. The incumbents in these positions report to the Chief, Division of Real Estate Services. This is an Open Continuous announcement. Applicant will be reviewed starting May 10, 2024 and May 24, 2024 and every two weeks thereafter. Responsibilities Consults beneficiaries, lessees, other landowners and interested parties about the process options, documentation, and other needs that may be associated with contracting and/or conveyance activities. The incumbent provides accurate, timely, and consistent trust asset information; responsive to inquiries and for reporting purposes. Researches, analyzes, and reviews complex or conflicting problems and issues (both conveyances and contracting) with realty policies, procedures, casework, appeals, title, and reports; provides findings and recommendations on problems/issues; provides guidance to Supervisor, BIA Regions/Agencies, and Tribal staff and landowners and beneficiaries. Collaborates and coordinates contract and conveyance transactions to ensure that the necessary clearances and procedures have been secured and completed (i.e., appraisals, NEPA, TSR, etc.). Implements requirements into realty policies and procedures as required. 4. Performs on-site inspections for compliance and field investigations involving, i.e., trespasses, encroachments, and natural resource damages, as needed to obtain factual data on a possible claim or develop an identified claim. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: Realty Series, GS-1170 https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/realty-series-1170/ MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-12: Providing oversight to management of acquisition and disposal, trust and restricted property; authorizing appropriate distribution of funds; performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation. GS-13: : Providing advice and technical guidance in the areas of land acquisition and management, reviewing lease requests and needs, developing housing strategies for Tribal landowners and governments, planning, coordinating, and managing lease projects and negotiating lease terms for lease acquisition projects, and resolving complicated problems and controversial issues related to real estate.
