Description

The Public Health, Policy & Planning Division of San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Program Coordinator I to, under general supervision, provide administrative and technical support over Public Health Clinics, primarily Mobile Clinics; coordinate activities and events of the assigned program with other County departments, community-based organizations and/or committees; provide highly responsible administrative staff assistance to assigned management staff, board or commission; and perform related work as required.

There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA, but will travel/drive mobile health coach throughout the County. The mobile health coach requires a Class B license to operate.

Responsibilities include, but are not limited to, the following:

  • Provide leadership and advocacy on behalf of the population and consumers (e.g., homeless, uninsured, farm workers) served by the assigned program.

  • Serve as liaison between the County, community organizations, and other groups related to assigned program.

  • Assist with contracts/MOUs with partner agencies.

  • Oversee and coordinate procurement and delivery of goods and services.

  • Maintain program statistics, records and history and prepare reports and correspondence regarding assigned program as requested.

  • Help facilitate program and system improvement with regards program structures and standards.

  • Plan, organize, direct and coordinate enhancements to specialized systems and tools used to support record keeping, tracking and screening/evaluation efforts of the program(s).

  • Document evaluation of services and improvement efforts.

  • Act as liaison between program staff and contracted vendors.

  • Manage the mobile clinics facilities (coaches, sprinter vans, office location).

  • Drive mobile health coach or sprinter van on a regular basis, one of which requires a Class B license to operate.

  • Coordinate with other departments for maintenance and other support needs.

  • Coordinate with the coach vendor and other contracted agencies for specific facility issues

  • Provide technical and administrative assistance to management, staff and/or other County departments.

  • Follow-up on action items, disseminate information to appropriate individuals.

  • Implement and document enhancements to systems, policies and procedures.

  • Troubleshoot and problem solve system user issues.

  • Coordinate planning and facilitate events, meetings on behalf of the program.

  • Take lead or assist in updating web content, manuals, management of SharePoint site, policy and procedures, and general knowledge management.

  • Take lead or assist in preparing publishing and distributing event flyers, information brochures and other marketing or educational materials.

  • Facilitate regularly scheduled and special meetings.

  • Educate the public about program services.

  • Recruit, interview, screen, orient and assist in the training of volunteers.

  • Supervise event activities and participants.

  • Coordinate resolution of client/customer issues, problems, complaints and questions.

  • Receive, research and respond to complaints and inquiries that may include matters of a sensitive nature.

  • Perform related duties as assigned.

The successful candidate selected for this position must obtain a Class B driver license within six months of hire date. The training and fees associated to obtain a Class B license will be funded by Public Health, Policy & Planning.

The ideal candidate will possess:

  • Experience coordinating mobile clinic facilities; there are three distinct clinic sites.

  • Demonstrated resource management coordination (e.g., staffing and supplies).

  • Experience driving a vehicle requiring a Class B driver license.

  • Ability to provide timely communication with team and partner agencies.

  • Procurement and maintenance of inventory of medical and other supplies.

  • Proficient in Microsoft Office and other Microsoft products, electronic health record, data analysis and data visualization tools, California Immunization Registry (CAIR).

  • Experience working with a diverse staff and community.

  • Ability to establish and maintain effective working relationships with those encountered on the job.

  • Excellent written and verbal communication skills.

Qualifications

Licensure/Certification:

  • Ability to operate a mobile health coach that requires a Class B license to operate.

  • Ability to complete training to operate a mobile health coach, and to obtain a Class B license within six months of hire.

Knowledge of:

  • Principles and practices of program area/option to which assigned.

  • Principles and practices of effective customer/client relations.

  • Principles and practices of working with and managing volunteers, if assigned to volunteer coordination.

  • Technical procedures and requirements of program area/option to which assigned.

  • Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines governing program area/option to which assigned.

  • Principles, practices and techniques of administrative and programmatic research and analysis.

  • Computer applications related to the work.

  • Office administrative practices and procedures, including records management and the operation of standard office equipment.

  • Funding sources, grants and fund raising techniques, if assigned to Options 1 and 2.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

A typical way to qualify is:

Program Coordinator I: Bachelor's degree in public or business administration, management or a related field and two years of professional level analytical and administrative experience in a community-related setting

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
