Naval Supply Systems Command PROCUREMENT ANALYST in United States

Summary You will serve as a PROCUREMENT ANALYST in the OFFICE OF SMALL BUSINESS PROGRAMS of NAVSUP WEAPON SYSTEMS SUPPORT. #LI-NAVSUPWSS Responsibilities You will support the attainment of government socio-economic objectives; conduct market research; assist with acquisition planning; participate in the source selection process. You will interpret and apply DoD and Navy policies and procedures on small business programs as they apply to NAVSUP WSS, as well as implementing new policies and procedures. You will assist contracting, inventory, and technical staff with market research, identifying contracting opportunities for small business concerns, structuring requirements, contract incentives, and evaluation factors. You will provide Small Business Program input on contract incentives, initiation of new procurement approaches, competition, review of source selection plans, and other assistance as required, to ensure maximum participation by small businesses. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience demonstrating comprehensive knowledge of the legislation, acquisition regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as: 1.) Reviewing strategy in carrying out a complete review of proposed procurements using knowledge of laws, acquisition regulations, procurement principles, policies (including Department of Defense Small Business Programs regulations and policies), and techniques; 2.) Engaging with industry and the acquisition workforce to maximize prime and subcontracting opportunities for small business participation in Government procurements, to include Performance Based Logistics contracts and other long-term contractual agreements; 3.) Conducting Market Research and analyzing capabilities of small business sectors and their related business practices, operations and structures to identify sources of products and services that match requirements. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
