Summary About the Position: This announcement is NOT intended for current, permanent Army employees. Responsibilities Serves as a senior technical expert with responsibility for providing advice on acquisition policy and procedures for the command in its multi-billion dollar worldwide contracting missions and implementing acquisition related programs imposed by law. Serves on task groups, committees and subcommittees with high-level representatives of Department of Defense (DoD), industry to review solutions, Congressional interest, unprecedented issues resulting from the complexity of the procurement process. Serves as a member in support of the budget reviews and cost and analysis. Reviews proposed, new and revised regulations, legislation of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), Army FAR Supplement (AFARS). Serves as liaison for Contracting leadership to Secretary of the Army, Assistants Secretary of the Army for Civil Works and Acquisition, Logistics and Technology, and Commanding General (CG) on acquisition, recruitment and hiring processes. Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: Ensures implementation of world-wide contract policy and procedures for construction and A/E programs. Responsible for ensuring accurate accurate interpretation and application of acquisition laws, policies, directives, regulations. Participates on strategic initiatives and planning events to set the goals and objectives of the contracting organization. review acquisition documents such as, Justifications & Approvals, Determinization & Findings, Acquisition Strategies/Acquisition Plans and leading solicitation/contract review boards. Responds to inquiries from Congress and to proposed legislative changes in regulations regarding an "effects statement". This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
