Summary This Personnel Security Specialist position is located in VISN 1 Human Resources Management Service (HRMS). This position is a full-time remote position at 40 hours per week. This position performs security related functions for VISN 1 assuring that all appointees and staff have the appropriate level of security and suitability clearance commensurate with their assignment. Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties include but are not limited to: Conducting security and suitability adjudications related to background investigations. Reviewing completed suitability investigations with the purpose of providing recommendations of pre-employment and continued employment considerations. Reviewing fingerprint submissions and background investigations. Making preliminary assessments of possible material intentional falsification in examination or appointment. Drafting and issuing Proposed Action Letters to applicants and appointees whose investigative results contain actionable suitability information. Testifying at formal hearings regarding the personnel security process and justification for any administrative suitability actions. Ensuring that all work meets legal and mandatory requirements and that all agency regulatory requirements are followed. Acting as a liaison with services on security issues. Performing audits and spot checks the employee's official personnel folder to review for compliance with personnel security related documents. Work Schedule: Monday-Friday, 8:00am-4:30pm EST Remote Work: Authorized, this is a fully remote position that can be performed on a full-time basis anywhere other than a VA facility or using VA-leased space (example: home). Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Veterans' preference does not apply for other current permanent Federal agency employees. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 grade level. For a GS-09 position you must have served 52 weeks at the GS-07 grade level. For a GS-11 position you must have served 52 weeks at the GS-09 grade level. Time-in-Grade is separate from experience; to be eligible an applicant must meet time-in-grade as well as possess the required experience. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS 07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of in training or early developmental stages in security work, acquire and use knowledge of the basic principles, concepts, policies, practices, and methods of security administration in one or more of the security functional specialties. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement*. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled. GS 09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of commonly applied security principles, concepts, and methodologies in carrying out assignments and developing skills by performing limited independent work. Knowledge of criteria, equipment, or techniques for security specialization to resolve well-defined questions or conditions. Knowledge of standardized applications or established variations in security criteria involving considerations such as clearance level required, adjudication of security clearances when clear-cut derogatory information is present in the investigative information, nature of materials or information to the protected, cost-benefit relationships for security devices or equipment systems, and similar considerations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09. The education and experience must be directly related to the work of the position to be filled. GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of emerging federal law, a wide range of federal regulations, agency policies, management practices, and information technology procedures sufficient to recognize areas of interaction and overlap between existing and proposed allocations. Interprets policy originating from higher organizational levels for local adaptation. Resolves difficult and complex security problems such as overlapping and conflicting requirements within the Personnel Security Program, which is also complicated by the geographic locations of the different divisions and clinics. Must have technical competence in automated information systems, a sound knowledge of information security practices, and a basic knowledge of facility applications. Knowledge of spreadsheet and database software for reports, as well as Microsoft Word or other similar software for correspondence, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate level education may be used to qualify applicants for positions at grades GS-11. The education and experience must be directly related to the work of the position to be filled.
