Description

Amazing opportunity to lead a small engineering team, technically supporting Bus and Rail maintenance in configuration and change management. Manage the day-to-day operation of the technical team and work required to support agency programs, facilitate State of Good Repair (SGR) and FTA regulatory compliance. Work collaboratively with other divisions across the agency regarding safety and technical initiatives. Plan all programs, procedures and practices to ensure consistency with organization's overall objectives and compliance with professional standards, state and federal regulatory requirements and laws.

This role requires being in the office a minimum of four (4) days per week.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

  • Oversee and manage the work of direct reports including engineers, project managers, program managers and coordinate their work.

  • Manage, plan, direct, coordinate and review the work of assigned staff, including hiring, performance management, coaching and training. Manage and coordinate the delivery of engineering support services to TriMet's Maintenance Division and the related work of engineers and technicians.

  • Participate in the department budget process as a key stakeholder. Plan and manage the Vehicles Technical Support workgroup budget.

  • Develop, implement and administer Vehicles configuration management, change management, and maintenance control, including plans and reporting.

  • Manage and plan technical support activity and workflow, including but not limited to tools and strategies such as root cause analysis, failure analysis, risk based inspection, hazard analysis, Transit Asset Management (TAM).

  • Support operations by developing and maintaining a preventative and predictive maintenance program in coordination with Maintenance Control for bus and LRV. Identify and summarize the projects related to State of Good Repair for replacement in-kind or improved.

  • Determine and monitor key performance indictors related to Vehicles maintenance and recommend or implement design or process improvements to improve reliability and resiliency. Work with maintenance and operations staff to oversee campaigns and task force teams to conduct root cause analysis and implement new processes and new designs to improve the efficiency of the Vehicles maintenance program.

  • Work with Engineering and Construction and coordinate the State of Good Repair projects and create process for design review for major capital improvement projects to improve the reliability of the transit system. Collaborate with and support as needed, the zero emission program and training department. Review and approve product and systems submittals for compliance with contract requirements and TriMet design criteria. Manage testing of various vehicle systems and equipment. Troubleshoot problems that occur during testing and document test results.

  • Analyze and resolve complex problems pertaining to the design and operation of Bus and LRV projects and other assigned projects. Manage and oversee testing and troubleshooting of existing Bus and LRV systems. Review and approve systems integration test results. Review and comment on design plans from an operations and life-cycle cost perspective.

  • Participate in the coordination process for prioritizing a variety of State of Good Repair projects for Bus and LRV and shops. Participate and contribute in the development and implementation schedule and project timeline based on specific criteria including; useful life, condition, failure risk, Transit Asset Management (TAM) reporting, funding, and customer impact.

  • Manage, review, and coordinate all technical, design and contractual matters in the specialized field of transit vehicles, with particular emphasis on Bus and rail transit vehicle overhaul, operations, modifications, maintenance and systems testing. Supervise field inspection, testing, preparation of test reports, data collection and analysis, maintenance of as-built drawings, and review of submittals, drawings, and electrical schematics, scheduling, budgeting, negotiating, and contract administration of Bus or Light Rail Vehicle (LRV) midlife overhaul programs. Supervise staff and consultants.

  • Manage implementation of Bus and LRV modifications, including documentation, specifications and technical reports, and review such material generated by others. Manage the administration of LRV related projects. Coordinate with other departments and outside agencies on Bus and LRV issues.

  • Participate in the development and administration of the department’s annual budget; participates in the forecast of funds needed for staffing and mid-life overhaul, equipment, materials and supplies; monitors and approves expenditures relating to this section’s responsibilities. Plan and manage the Vehicles Technical Support workgroup budget. Develop and manage scope, schedule and budget for vehicle related projects. Coordinate project efforts with internal staff, consultants, and public and private agencies.

  • Represent TriMet as a technical expert at meetings with other jurisdictions, policy groups, and the community. Work closely with supporting departments especially the District's engineering staff on the overview and authorized sign off of technical changes and modifications as such relates to vehicles.

  • Provide pro-active and preventative recommendations, technical support activities, workflows, and reports using root cause analysis, failure analysis, risk based inspection, hazard analysis, and Transit Asset Management. Supply corrective action and the evaluation of workload and resources. Assist in the development and evaluation of fleet and equipment specifications and modifications to ensure fleet consistency and proper maintainability.

Position Requirements

A Bachelor's Degree in Electrical or Mechanical Engineering is required.

A minimum of six (6) years of experience are required. *

Four (4) years of experience in Rail Vehicle/Bus design, build, commissioning and/or maintenance are required.

Two (2) years of team lead, project management, contract management, or staff management experience coordinating and/or managing plans, schedules and/or deliverables are required.

PE - Professional Engineer certificate/license in the State of Oregon (or must obtain within two (2) years of hire).

Or any equivalent combination of experience and training.

*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $127,082.00

Maximum: $190,624.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
