Summary This vacancy may be filled in Washington, DC or a location to be determined Responsibilities This position is located in the operations (OPS) Workgroup within the Veterans Health Administration (VHA) Office of Research Oversight (ORO) and reports to the OPS Workgroup Director. The OPS or group is responsible for management of all administrative operations; all support services; budget; travel; employee training etc. The incumbent performs the following major duties and responsibilities: Independently prepares forms, other documents, and reports to implement and support the full range of operational and administrative matters for a national program office, including recruitments, awards, space/office planning and management, procurement, equipment, travel, and other ad hoc administrative actions. Performs analyses regarding administrative support services. Advises the supervisor and executive leadership on administrative support services policy as it relates to questions, issues, or concerns. Evaluates the effectiveness of ORO operational activities. Performs daily tracking and monthly reporting of budget execution. Coordinates all budget preparation and required actions, including monitoring and tracking input from all entities within the office and prioritizes requests to meet budget requirements and develops recommendations for approval by the supervisor and/or leadership. Manages allocated funding for the administrative functions of the Office to include distribution of employee awards for each workgroup and the procurement of equipment and supplies. Ensures that there is adequate funding for all ORO activities and advises leadership of concerns, issues, or potential risks. Serves as a key advisor to the supervisor on staff training and serves as a coordinator for all mandatory staff training. Assists in assessing individual training needs and in the development of training plans to meet the needs of the Office and assures that all employee training is properly recorded. Performs special analyses, studies, and projects as directed by the supervisor and/or executive leadership relating to areas such as resource allocation, staffing, performance, travel, training, records management, and conference management. Recommends new, revised, or improved management policies, practices, procedures, methods, and organizational changes to obtain greater efficiency and effectiveness; determines their effect on existing policies; and evaluates the desirability of changes in the organization. Advises the supervisor and executive leadership regarding analyses relating to planning, communications, operations, support services, organizational effectiveness, policies, program management, and all matters affecting ORO operations. Work Schedule: Monday - Friday 8:00a.m. -4:30p.m. Compressed/Flexible: May be authorized upon supervisor discretion Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You will be qualified based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting regulations, policies, and other organizational standards as they apply to the program; utilizing qualitative and quantitative methods for the assessment and improvement of program effectiveness; analyzing problems and present both written and oral recommendations; applying organizational skills to work independently; analyzing interrelated program issues of effectiveness, efficiency, and productivity; and compiling, reconciling, and correlating voluminous data from a variety of sources. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
