Veterans Benefits Administration Management & Program Analyst in United States
Summary This position is located in the Office of Administrative Review (OAR) and support one of the divisions within the OAR. The incumbent serves as one of the primary control points for OAR's correspondence issues, and as such manages related action items. The incumbent also assists the lead Management Analysts in the performance of personnel management assignments and the tracking of various VBA/DoD Programs related to the efficient management of all appeals workforce. Responsibilities Specific Duties Include: Analyzes management techniques, processes, and styles for improving organizational effectiveness using analytical techniques of a moderately complex nature. Analyzes multifunctional programs, functions, and organizations on a region-wide or equivalent scope to determine whether the management systems in current use efficiently accomplishes objectives sought and whether they provide controls necessary for sound management. Studies and implements management improvements in administrative areas identified through such means as internal control reviews and management studies. Serves as the focal point and representative for resources, studies, analysis, and assessments of pilot projects and consultant studies focusing on appeals programs to Veterans and their families. Conducts researching, investigating, and the conducting of comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations. Assist in the formulation of project methodologies, identifying the operational and analytical techniques for accomplishment of project objectives. Assist in the establishment of schedules for planning, coordination, and accomplishment of work to facilitate the planning process. Assist legislative reviews, regulatory, and budgetary proposals relating to assigned areas. Responsible for analyzing, participating, and coordinating studies to assess the overall mission accomplishment of all AMO's programs. The incumbent performs a variety of analytical, planning, evaluative, and advisory work associated with organizational programs. Works with AMO and VBA business lines as well as staff offices to ensure integration of planning, performance planning, performance reporting, and analyzing reports to assess achievement of goals and objectives. Participates in a periodic environmental scan that includes gathering facts and statistical information from a variety of primary and secondary sources about internal and external perceptions of OAR's strengths and weaknesses. The incumbent provides consultation for policy and program administration. The incumbent works with other organizational elements within VBA, OAR and area offices in order to facilitate the development of tracking tools for appeals processing nationwide. Advising on the potential benefits/uses of automation to improve the efficiency of administrative support for OAR program operations. Provides feedback briefing on assigned analytical and evaluative work related to program operations and management and organizational efficiency and productivity so that managers are provided objectively based information for making decisions. Responsible for analyzing requirements to develop this reporting mechanisms including the system specifications, data gathering and analytical techniques, and systems evaluation methodology. Provides weekly briefings and quarterly reports directly to OAR Division leadership. Assists the Supervisor and senior MA with the creation and formulation of charts and other tracking/reporting data, including budget, awards programs, travel, etc. Develops procedures for effectively tracking and maintaining records. Responsible for managing, printing, and posting senior management calendars; tracking important staff meetings; printing and posting daily matters for the Director, Deputy Director / Assistant Director's calendar and meeting; routing inquiries; compiling meeting notes; routing all incoming division inquiries; and weekly issues; receiving, tracking, and reviewing staff training requests; and is the primary monitor of the organizational mailboxes. Make oral presentation and/ or briefings, prepares material for dissemination to an audience or a government agency or activity. Prepare and record information gathered through personal contacts or in written form with public and government officials. Meets the needs of customers while supporting OAR's mission. Effectively communicates with and treats customers (Veterans, VA and VBA staff, visitors, etc.) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with customers constructively and appropriately. The information exchanges are typically for the purpose of gathering Veterans and Veteran dependent information, with accompanying profile data (including health-related), with which to provide useful tools for use in analyzing and planning for future mission and claims/benefits requirements. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: Applicants must have One (1) year of specialized experience equivalent to at least the next lower grade (GS-11) normally in the line of progression for this series. Specialized Experience is defined as experience utilizing qualitative and quantitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. It also includes experience in communication techniques sufficient to present plans and proposals convincingly. Specialized experience may be gained serving as a management analyst, program analyst, or VBA supervisor (i.e., assistant coach, coach, chief, assistant Veterans Service Center Manager, Veterans Service Center Manager or higher), or similar roles. Examples of specialized experience include, but are not limited to: Diagnosing problems within the organization and what drives these issues. Building working relationships with all levels of the organization. Developing, implementing, and articulating the mission vision and goals of the organization. Developing and/or assisting in the design of business processes, systems, technology, and job roles. Implementing plans and means to achieve these goals as well as providing training and education on new organization initiatives. Extensive workload management experience Experience communicating professionally with internal and external stakeholders. Experience preparing formal briefing materials for division and agency leadership. Ability to use various types of software and technical programs to research, analyze, and display data including Word, Excel, PowerPoint, Adobe, Salesforce, Tableau, and VBMS.
