Assistant Secretary for Human Resources Management Management and Program Analyst in United States

Summary This position is located in the Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. NOTE: The salary range listed on this announcement is for the locality for the Rest of US. Final salary will be determined when duty station is established. Responsibilities Major duties include but are not limited to serve as a senior advisor and subject matter expert to all levels of management officials and employees within HRSC for HCM programs to include onboarding, offboarding, position management, telework, awards, workforce planning, recruitment and placement and qualify of life programs. The incumbent creates and manages initiatives that enhance the employee experience for HRSC team members, resulting in improved employee engagement and organizational effectiveness. The incumbent develops, plans, organizes, analyzes and/or evaluates analytical studies or White Papers involving major line and staff functions for HRSC. Monitors implementation of initiatives to ensure appropriate changes are made to programs, plans and policies and to make adjustments as new policies are implemented. Develops and monitors appropriate metrics to assess results. Performs review and analyses of various human capital policies and recommends updates, changes, or development to existing policy. Develops and establishes streamlined methods and processes to implement new policies. Resolves a variety of conflicts related to policies and processes among organizational issues. Clarifies complex and confusing policy and administrative guidelines; advises staff and takes action to enhance the workforces' understanding of policy and procedural requirements. The incumbent may prepare briefing papers, presentations, fact sheets, standard operating procedures, and guides concerning human capital management topics and issues. Independently ensures that documents prepared are clear, concise, grammatically, and procedurally accurate, and timely. The incumbent responds independently and effectively to a wide variety of request for assistance, clarification, or information from managers and employees across HRSC. Provides policy interpretation, proposes, and recommends the definition or clarification of policy statements, and directs the implementation of programs and policies. Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include those similar to the GS-13 but at a lower level of responsibility. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary and performed in an office environment. Selected applicants will be required to complete an online onboarding process.
