Job Description:

L3Harris Space and Airborne Systems (SAS) is seeking a Cost Engineer to split duties between cost modeling and Process or Training Lead to support the Cost Engineering and Analytics Department (CEAD) within the Systems Engineering organization. CEAD’s mission is to provide robust, efficient cost engineering and analytics to key decision makers throughout the opportunity and program life-cycle. CEAD’s vision is to become a world class, centralized cost engineering and analytics organization supporting L3Harris SAS growth to become a top tier Prime exemplified by fully collaborative and cross-segment alignment with respect to parametric cost estimating. As a member of the growing CEAD team, you will have multiple responsibilities: cost estimating activities aligned with SAS growth strategies in all business areas; management of CEAD-developed Command Media documentation; and development and delivery of role-based training across SAS.

This position may be based at any L3Harris location, may be fully remote, or may be a hybrid of on-site and remote. Some occasional travel may be required.

Essential Functions:

Cost Estimating Activities

  • Adhering to CEAD processes and procedures, work with pursuit teams to implement the Parametric Cost Modeling process to estimate product costs, analyze results and provide support to the Business Acquisition Process (BAP) and Integrated Product Lifecycle (IPL) Execution Phases. Includes gaining an understanding of the pursuit, preparing and conducting the PCM kick-off meeting, gathering model information; constructing the Product Breakdown Structure including establishing all project and cost object parameters, and providing the cost estimate results;

  • Ensure the pursuit team is trained to interpret the PCM inputs and outputs as well as understanding the underlying assumptions in the model;

  • Support program Contract Data Requirements List (CDRL) deliverables such as cost models and technical datasheets;

  • Substantiate results based on best practices and data driven conclusions.

    Manage CEAD Command Media

  • Assist Cost Engineers and Data Analytics team members to compose department procedures and instructions for Parametric Cost Modeling processes and Best Practices. Includes drafting the scope and purpose, developing the initial outline, organizing procedure and/or instruction steps, and writing the content;

  • Chair internal CEAD Change Control Board, including leading the document review process, obtaining final approval for release into the Command Media Library, and monitoring the released documents for edits and improvements;

  • Provide process tailoring guidance to CEAD and proposal and/or program teams;

  • Develop and manage a fully compliant configuration management system for CEAD Product Line models, data, associated artifacts and other process execution evidence.

  • Monitor and analyze process performance to identify areas for improvement.

    Development and Delivery of Role-Based Training

  • Develop and deliver instructor-led training courses related to the Parametric Cost Modeling process, tailored to various program and/or functional roles throughout SAS, such as proposal managers (including volume leads), engineering managers (estimate approvers), Advanced Concept Engineers or other technical Subject Matter Experts (develop estimates), etc. Includes establishing course purpose, objective, and benefits, planning course content, arranging presentation flow, creating content, and incorporating graphics. Tasks also include presenting course material to beginner through advanced PCM users which also involves conducting TruePlanning® hands-on training;

  • Develop, administer and maintain certification of proficiency for trained users and approvers of parametric estimating methods, in accordance with SAS estimating policy and procedures;

  • Coordinate with L3Harris corporate Learning Management System administrators to get instructors and training approved, scheduled and integrated with employee training records.

    Qualifications:

  • Bachelor’s Degree (preferably in Engineering or related field) and minimum 9 years, or a Graduate Degree and a minimum of 7 years, of prior relevant experience in process management, training and cost estimating . In lieu of a degree, a minimum of 13 years of prior related experience in process management, training and cost estimating.

  • Knowledge of security and compliance regulations

  • Experience with TruePlanning cost estimating software

  • Passion for organizing ambiguity, self-motivated, self-starter

    Preferred Additional Skills:

  • Strong project/capture management skills

  • Proposal cost volume preparation experience

  • MILSTD-881 WBS Descriptions and product-based estimating experience

  • Experience developing defense industry products with similar programmatic and technical characteristics as SAS offerings, especially RF systems and/or cloud-based, processing-intensive SW development and sustainment

  • Ability to provide/accept constructive feedback to/from peers

  • Excellent communication and interpersonal skills

  • Strong analytical and problem-solving skills

  • Desire to train and mentor others

  • Active/current Top Secret/SCI or SSBI security clearance

    In compliance with pay transparency requirements, the salary range for this role is $106,500 - $197,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
