Public Buildings Service Lead Program Specialist in United States

Summary As a Lead Program Specialist in the Energy Division, you will plan and execute national agency administration and oversight of Measurement, Verification, and Performance of complex energy conservation and sustainability projects requiring extended training and experience in pre and/or post award requirements of Energy Savings Contracts. Location of position: Public Buildings Service, Energy Division We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Promotes and advances oversees the ESPC and federal utility energy service contracts (UESC) program nationwide. Requires subject matter expertise and extensive coordination and integration of important and diverse functions and programs, (e.g., portfolio management, capital planning, and the administration of special emphasis funding). Requires frequent collaboration with other Federal Agencies, (e.g., Department of Energy (DOE)), as well as other Offices in PBS to advance the program. Serves as a center of expertise for the program, providing key input to policy development and/or implementation at the agency headquarters level and as a key advisor to senior-level management, including the PBS Commissioner, Assistant Commissioner (s) and Regional Commissioners(s). Provides significant information to senior-level management officials at the headquarters and/or regional level who regularly seek expertise on issues often of strategic importance to mission-essential goals or programs. Provides opinions to other personnel within or outside the agency who also hold a high degree of subject knowledge. Provides consultation on agency goals and develops strategies to meet those goals. Determines best practices to maximize overall program results, will identify contractual and technical impediments, and will troubleshoot a diverse range of issues and concerns regarding the program. Provides leadership, assistance and authoritative advice on interpretation of governing policy in the designated program area. Research highly sensitive, complex or otherwise controversial issues, utilizing all resources available. In those cases where existing agency policy does not cover the problem or issue under review, queries references such as United States Code (USC) and the Code of Federal Regulations (CFR), Comptroller General and Government Accountability Office (GAO) audit decisions, and other legal precedents available; interprets these legal sources; and develops definitive policy recommendations based on extensive analysis. Provides the analysis findings and recommendations to ensure that agency policy remains in conformance with ongoing governmental, Presidential, and/or Congressional initiatives. Works in conjunction with other Divisions in the Office of Facilities Management and Offices in PBS to develop implementation guidelines and national strategies. Responsible for obtaining and analyzing the information needed to perform the portfolio reviews recommended by Government Accountability Office (GAO), in accordance with the GSA Portfolio Review plan; provides leadership, expert assistance, and critical analysis of pressing issues (such as audit comments); and provides authoritative advice on interpretation of governing policy in the program area. As required by the organizational setting, may also lead a group of technical personnel in the substantive work of the unit. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience performing at least 2 of the 3 the following functions: Developing and executing Energy Savings Performance Contracts or Utility Energy Savings Contracts. managing and overseeing extensive projects demonstrating and identifying effective and efficient solutions to complex issues while ensuring compliance with applicable Energy laws, Department of Energy (DOE) guidance, and contract requirements. Leveraging and influencing Operations & Maintenance of a facility to monitor and optimize energy consumption.
